Job summary

El Paso Water is seeking a senior procurement and contract professional to oversee and implement procurement initiatives within the El Paso Water Utilities department. You will ensure compliance with Federal, State, and Local contracting laws while managing complex contracts, bids, and vendor relationships.

The role requires a Bachelor's degree in Business or Public Administration and at least five years of procurement experience, including one year supervising staff, with CPPB certification

Education and Experience: A Bachelor's degree or higher in Business or Public Administration or a related field, and five (5) years of progressively responsible experience in procurement, contract management and compliance, including one (1) year of supervisory experience.

Licenses and Certificates: Texas Class "C" Driver's License or equivalent from another state. Valid Certification as a Professional Public Buyer (CPPB) from the Universal Public Purchasing Certification Council within one (1) year following appointment.

General Purpose

Under general direction, oversee and implement procurement and contract initiatives and functions including compliance with all Federal, State and Local Contracting and Procurement Laws, and Public Service Board Policies and Procedures.

Typical Duties

Oversee the facilitation of procurement of goods and service contracts. Involves: Plan, develop and manage procurement policies, procedures and processes. Provide guidance on proper procurement methods. Evaluate and execute all complex and highly technical procurement contracts, bidding documents, and processes. Develop and/or identify improvement and recommendations to contracting programs, policies and procedures. Research market sources and vendors to locate and ensure most cost effective and competitive pricing for the purchase of supplies and services. Receive and evaluate complex proposals and bids. Present recommendations on contract awards or rejections to management and the Public Service Board. Perform complex analyses and cost estimates.

Enforce system wide compliance of all procurement contracts and bids required by Federal, State and Local Laws and Utility Policies and Procedures. Develop measures to analyze and improve area\'s overall efficiency. Provide technical guidance and direction in the procedures and techniques of procurement. Maintain quality standards and compliance with regulations. Monitor staff productivity/workflow and resolve problems. Respond to concerns or complaints relating to the timeliness or quality of services. Represent the department in a professional manner and maintain the public\'s trust by conducting an ethical and transparent contracting process. Performs related duties and responsibilities as required.

Supervise assigned personnel. Involves: Schedule, assign and verify work. Appraise employee performance and review evaluations by subordinate supervisors. Provide training and development for employees. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, and merit pay or other employee status changes.
