This multifaceted role supports the Business Manager by ensuring accurate and timely billing of water services, providing comprehensive administrative support, and coordinating key operational programs. The successful candidate will demonstrate proficiency in billing software, Microsoft Office Suite, and QuickBooks, coupled with strong organizational and communication skills. A detail-oriented, proactive problem-solver with the ability to manage multiple tasks effectively is essential. This position reports to the Business Manager.
Responsibilities
Meter Operations and Infrastructure:
•Primary responsibility to coordinate the meter reading process with Operations and Business Managers, ensuring accurate and timely data collection.
•Primary point of contact for the meter upgrade and replacement program, including scheduling, tracking, and reporting, and the implementation and maintenance of Advanced Metering Infrastructure (AMI) for the Authority.
•Coordinate with field personnel to resolve meter-related issues.
•Maintain accurate records of meter installations, replacements, and readings.
•Generate reports on meter operations and AMI performance.
Billing and Customer Service:
•Primary assistant to the Business Manager for generation and processing of quarterly customer water bills using the Authority's billing software.
•Maintain accurate customer billing records, including account setup, adjustments, and payment history.
•Respond to customer inquiries regarding billing, payments, and account information via phone, email, and in person.
•Process customer payments and maintain accurate payment records.
•Investigate and resolve billing discrepancies and customer complaints.
•Assist the Customer Service Representative with delinquent notices, collection efforts, connection permits, and related duties.
•Support the setup and maintenance of online customer portals and payment systems.
•Generate monthly, quarterly, and annual billing reports as required.
•Perform other duties as assigned.
Administrative Support:
•A thorough understanding of Authority operations is expected.
•Provide general administrative support when necessary, including answering phones, managing mail, and maintaining office supplies.
•Schedule and coordinate meetings, appointments, and events.
•Assist the Business Manager with petty cash management, data entry, record keeping, human resource functions, filing systems, and correspondence.
•Attend monthly Authority Board meetings as required.
•Support the management of the Authority’s website, social media, and mass notification system.
•Perform other duties as assigned.
•Assist the Business Manager with invoice processing, check printing, online payments, QuickBooks data entry, and financial reporting for monthly Board meetings.
•Ensure accurate and timely data entry into QuickBooks.
•Assist with budget preparation, monitoring, and annual financial audits.
•Perform other duties as assigned.
Qualifications
•High school diploma or equivalent required; associate or bachelor’s degree in business administration, accounting, or a related field preferred.
•Demonstrated experience in billing, customer service, and administrative support.
•Proficiency in billing software, customer information systems, and cloud-based applications.
•Expertise in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
•Strong working knowledge of QuickBooks.
•Excellent communication, interpersonal, and customer service skills.
•Strong organizational and time management skills with the ability to prioritize tasks and meet deadlines.
•Detail-oriented with a high degree of accuracy.
•Ability to work independently and as part of a team.
•Ability to learn and adapt to new technologies and processes.
•Valid PA Commonwealth driver's license or ability to get one.
•Ability to sit for extended periods and ability to repeatedly get to the business window.
•Ability to research, interpret, explain, develop, and correctly apply policies, rules, regulations, and procedures.
•Working knowledge of water utility operations and regulations is a plus.
Preferred Skills
•Experience with online payment platforms.
•Experience with billing and payment software (utility preferred).
•Experience with AMI systems and meter reading technologies is a plus.
•Familiarity with local government operations.
