Qualifications

Responsibilities

• Perform routine maintenance, troubleshooting, and repair of water meters and water service lines.
• Rebuild, replace, and repair water meters to support accurate electronic readings and utility billing.
• Respond to service calls to investigate potential water leaks and assist customers.
• Complete service orders to turn water services on or off at City connections.
• Use meter software and related technology to troubleshoot meters requiring repair, maintenance, or replacement.
• Collect and record water usage readings for monthly utility billing.
• Communicate professionally and courteously with customers.
• Maintain accurate records and documentation related to meter maintenance and readings.

Utility Billing Meter Technician

Position Summary

The City of Katy is seeking a dependable and customer-focused Utility Billing Meter Technician to join our team. This position performs a variety of routine and skilled work related to the operation, maintenance, troubleshooting, and repair of the City's water meter system.

The Utility Billing Meter Technician plays an important role in ensuring accurate water usage readings, reliable meter operation, and responsive service to Katy residents and utility customers. The position works both independently and as part of a team and requires strong mechanical aptitude, attention to detail, problem-solving skills, and a commitment to excellent customer service.

Essential Duties and Responsibilities

• Perform routine maintenance, troubleshooting, and repair of water meters and water service lines.
• Rebuild, replace, and repair water meters to support accurate electronic readings and utility billing.
• Respond to service calls to investigate potential water leaks throughout the water system and provide assistance to customers.
• Complete service orders from Utility Billing to turn water services on or off at City connections when customers start or close utility accounts.
• Use meter software and related technology to troubleshoot meters requiring repair, maintenance, or replacement.
• Collect and record water usage readings for monthly utility billing.
• Communicate professionally and courteously with customers while addressing service needs and questions.
• Maintain accurate records and documentation related to meter maintenance, service calls, meter changes, and readings.
• Follow City policies, procedures, codes, ordinances, and applicable safety requirements.
• Perform other duties as assigned.

Critical Personnel / Essential Infrastructure

This position is designated as Critical Personnel during a natural or manmade disaster, catastrophic event, or other emergency. The employee may be required to report for duty and perform services necessary to protect the public and maintain continuity of City operations. Duties performed during an emergency may differ from the employee's normal responsibilities.

For purposes of business continuity, employees in this position are considered Essential Critical Infrastructure Workers, as defined by the Cybersecurity and Infrastructure Security Agency (CISA).

Minimum Qualifications

Education and Experience

• High school diploma or equivalent required.
• Basic mechanical experience preferred.
• An equivalent combination of education, training, and experience may be considered.

Knowledge of:

• Department policies and procedures.
• City codes and ordinances.
• Basic principles of water meter operation and maintenance is preferred.

Skills in:

• Establishing and maintaining effective working relationships with coworkers, supervisors, customers, and the public.
• Operating computers and using basic computer software.
• Providing professional, courteous, and responsive customer service.
• Troubleshooting mechanical and electronic equipment.
• Following written and verbal instructions and completing assigned work accurately and efficiently.

License and Certification Requirements

• Valid Texas driver's license required.

Physical Demands and Working Environment

This position requires frequent physical activity, including climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions.

The employee may occasionally be required to exert more than 100 pounds of force, frequently more than 50 pounds of force, and constantly more than 20 pounds of force to move objects.

Work is performed both indoors and outdoors and may involve exposure to extreme weather conditions and a variety of environmental and occupational hazards, including:
