Responsibilities

• Collaborate with stakeholders, technology teams and vendors to address challenges.
• Participate in SIT, UAT, defect analysis and validation activities.
• Perform root cause analysis and production support for billing issues.
• Identify opportunities to improve operational efficiency, billing accuracy and customer experience.

Job Summary

STAFFXPERT LLC is seeking a Utility Billing Consultant on behalf of our client in Houston, Texas. This role requires a seasoned utility industry professional with expertise in utility billing, customer information systems (CIS), service order management, and deregulated energy market operations. The ideal candidate will possess strong analytical and business process knowledge and have hands-on experience supporting utility billing functions, customer operations, market transactions, and system enhancements.

Key Responsibilities

• Provide functional expertise in utility billing and customer operations processes.
• Analyze and support service order activities, including service initiation, changes, disconnects, reconnects, and related workflows.
• Work with Customer Information Systems (CIS) and utility billing applications to support daily operations and business initiatives.
• Assist with requirements gathering, process analysis, documentation, and solution design.
• Investigate and resolve billing, usage, meter, account, and customer-related issues.
• Support deregulated energy market processes and transaction flows.
• Collaborate with business stakeholders, technology teams, and vendors to address functional and system-related challenges.
• Participate in system integration testing (SIT), user acceptance testing (UAT), defect analysis, and validation activities.
• Perform root cause analysis and production support for billing and customer operations issues.
• Identify opportunities to improve operational efficiency, billing accuracy, and customer experience.
• Ensure business processes and solutions align with industry and regulatory requirements.

Required Qualifications

• Bachelor's degree or equivalent experience.
• 5+ years of experience within the Utilities or Energy industry.
• Strong understanding of utility billing processes and customer operations workflows.
• Hands-on experience with service order lifecycle management.
• Experience working with Customer Information Systems (CIS).
• Knowledge of deregulated energy market operations and utility transaction processes.
• Experience analyzing usage, billing, customer, and account data.
• Strong analytical, troubleshooting, documentation, and communication skills.
• Proven ability to work effectively with both business and technical teams.

Preferred Qualifications

• Experience supporting utility market transaction processing and usage data management.
• Knowledge of ERCOT market operations and related utility processes.
• Experience with Oracle Utilities, Oracle CC&B, Oracle C2M, SAP IS-U, or similar utility platforms.
• Experience supporting CIS implementations, upgrades, conversions, or system enhancements.
• Background in requirements analysis, testing, UAT coordination, and production support.
• Previous experience working with utility providers, energy retailers, transmission and distribution organizations, or energy market participants.
