Job summary

City of Corpus Christi seeks a senior supervisor in its Wastewater Treatment Division to oversee project management, planning, contract development, and maintenance and repair activities. The role reports to the Maintenance Manager and may assume their duties during absence.

Overview

This position oversees project management, planning, contract development, and maintenance and repair activities within the Wastewater Treatment Division of Corpus Christi Water (CCW). The Wastewater Maintenance Division is responsible for developing and administering contracts and coordinating maintenance and repair schedules for mechanical, electrical, and vactor crews supporting wastewater treatment plants and lift stations. The position reports directly to the Maintenance Manager and may assume the Manager’s responsibilities and authority during their absence.

Responsibilities
  • Ensure the safe, efficient, and effective operation of wastewater lift stations and treatment plants in compliance with EPA, TCEQ, AWWA, and other applicable State and Federal rules and regulations, including the Clean Water Act, Clean Air Act, and Wastewater Consent Decree
  • Prepare and maintain records, reports, and supporting documentation for regulatory agency requests, facility inspections, permit requirements, and violations
  • Oversee the performance, operation, maintenance, and process controls of wastewater treatment plants and lift stations to ensure established protocols and operational standards are followed
  • Provide technical guidance and support to Wastewater Maintenance and Plant Managers on operational, maintenance, process, and equipment‑related matters
  • Develop and implement process improvements, operational efficiencies, and optimization strategies for the Maintenance Division
  • Contribute to the development and implementation of annual work plans, strategic initiatives, and operational goals for assigned areas
  • Conduct performance audits of energy and chemical consumption and evaluate treatment processes to identify opportunities for improved efficiency and optimization
  • Participate in the development and management of operating budgets for assigned sections, ensuring adequate resources are available to support annual work plans, maintenance, and repairs
  • Monitor the purchase of materials, parts, and equipment to ensure quality, availability, and compliance with City procurement policies
  • Manage inventory levels of critical parts and materials to minimize equipment downtime for mechanical, electrical, instrumentation, and SCADA systems
  • Screen and prioritize work requests, assign resources, establish work priorities, review work records for accuracy, and maintain employee training documentation through the computerized maintenance management system
  • Manage asset inventories and equipment life‑cycle planning by monitoring service life, estimating life‑cycle costs, establishing maintenance schedules, and maintaining planned maintenance programs in Maximo
  • Participate in strategic planning, multi‑skilled workforce development, training initiatives, and root cause analysis with Planner/Schedulers, supervisors, managers, and other stakeholders
  • Oversee the implementation of safety plans across assigned jobsites and ensure crews perform work in accordance with established safety procedures and requirements
  • Approve and oversee the development and implementation of standard operating procedures, project execution plans, and operational protocols
  • Serve as On‑Scene Commander during emergency situations to coordinate personnel, resources, repairs, and response activities
  • Coordinate with project managers, contractors, inspectors, engineers, and other stakeholders to support the effective execution of capital improvement projects and contracted work
  • Support the recruitment and selection process by developing job descriptions, Job Analysis Questionnaires, and interview questions and participating in candidate interviews and selection recommendations
  • Review and approve payroll records, work schedules, overtime, and leave requests for assigned staff
  • Provide technical leadership, coaching, and training to multi‑skilled workers to support operational effectiveness and workforce development
  • Address and resolve employee conflicts and workplace concerns in accordance with City policies and procedures
  • Conduct employee performance evaluations and provide feedback to support employee development and accountability
  • Administer progressive discipline in accordance with City policies, procedures, and applicable personnel rules
  • Review and approve Procurement Card purchases for assigned staff and ensure expenditures comply with applicable policies and procedures
  • Review invoices and coordinate with Accounts Payable to verify accurate payments to contractors, vendors, and service providers
  • Conduct quarterly cost and expenditure analyses for the operational budgets supporting wastewater treatment plants and lift stations
  • Develop technical specifications and requirements for the replacement, upgrade, and addition of capital equipment
  • Support the development of design, construction, and service contracts for wastewater facilities
  • Research emerging technologies, equipment, and industry practices and recommend improvements to enhance operational efficiency, maintenance, safety, performance, and cost‑effectiveness
  • Perform other duties as assigned
Position Type and Typical Hours of Work
  • Exempt – Full-Time – 40‑hour work week
  • Must be available to work additional hours as needed
  • Flexibility to work evenings, weekends, and holidays is a schedule requirement
  • In the event of an emergency, employees are required to work to provide for the safety and well‑being of the public, including the delivery and restoration of vital services
