Job summary

Charlotte County is seeking a supervisory professional to oversee the operations of the Utility Department. You will direct staff, coordinate programs, manage budgets and contracts, and oversee CIP planning and project administration.

Responsibilities include bidding, vendor selection, schedule management, and ensuring compliance with all regulations. Strong leadership, budgeting, and project management skills are essential.

Qualifications

  • Associate's degree required; preferred fields include Accounting, Engineering, Construction Management, Finance, Economics, or Business Administration.
  • Five years of experience in construction and project management with fiscal responsibilities and supervisory duties.
  • Work experience in a local government entity is preferred.

Responsibilities

  • Assist in developing strategic plans, work programs, cost estimates, and annual budgets for Utility funds.
  • Prepare and maintain five-year CIP; review submittals and assist with CNA update.
  • Identify and reconcile eligible expenses for SRF loans, grants, and appropriations.
  • Oversee day-to-day administration of projects; monitor budgets, schedules, and contracts.
  • Plan and supervise personnel; participate in selection, promotion, and discipline.
  • Coordinate bidding and contracting; prepare RFPs and bid packages; select vendors; award contracts.
  • Develop master schedule and ensure compliance with policies.
