Job Description:

Job Overview: The Utilities Design Manager will supervise and coordinate all design works related to utilities for major transportation projects (minimum $250 million per project) with a utility relocation budget of at least $50 million. The UDC will coordinate a team of design consultants and provide technical oversight during utility planning, design, and construction stages.

Responsibilities and Duties:

• Coordinate utility consultant selection and manage the delivery of tender design works.
• Attend and manage utility meetings with construction, contracting staff, and utility owners to coordinate issues such as agreements, designs, conflicts, and meeting documentation.
• Coordinate utility design and incorporate Utility Adjustment Agreement language into tender deliverables.
• Identify utilities and implement conflict resolution strategies, understanding project and legal requirements.
• Review owner’s documents, define existing utility inventories, and maintain utility owner contact matrices.
• Identify additional utilities not listed in existing surveys and coordinate further investigations.
• Collaborate with discipline leads to address utility conflicts and update conflict matrices as design progresses.
• Develop and review utility relocation preliminary designs, including utility concept plans and conflict analysis.
• Review property interests related to utilities, prepare property matrices, and support easement acquisitions.
• Manage development of cost estimates and schedules for utility relocations.
• Ensure all responsibilities are carried out in accordance with project goals and legal standards.

Qualifications:

• Graduated from an accredited college or university with a Bachelor of Science Degree in Civil Engineering or MEP.
• Relevant experience in highway design and construction projects.
• Minimum of five (5) years of utility coordination experience on Public/Private Partnership or Design-Build projects.
