Job summary

Horrocks is seeking an experienced Utilities Engineer to lead a project team through design, modification, analysis and construction of utility systems for large transportation projects.

You will investigate issues, coordinate relocations with federal, state, and local agencies, and manage scope, cost and schedule to deliver on time and within budget, while ensuring compliance with codes and client requirements.

Qualifications

• Bachelor of Science in Civil Engineering required.
• Professional Engineering License required.
• Minimum 5 years in transportation utility engineering/design/construction.
• Proficiency in Bentley MicroStation; Open Roads Designer preferred.
• Proficiency in Microsoft Office Suite required.

Responsibilities

• Lead a project team of engineers, designers, and field staff on utility projects.
• Investigate, troubleshoot, and solve engineering and construction issues.
• Coordinate utility relocation with agencies or utility owners.
• Lead design phases including scope, cost, and schedule control.
• Prepare, host, and track action items for project progress meetings.
• Negotiate revisions with sub-consultants and clients.
• Ensure projects are completed on time and within budget.
• Coordinate design to meet specs, codes, and client requirements.
• Prepare reports and studies presenting technical information clearly.
• Perform independent reviews of others’ work including calculations.

What are the core responsibilities for the role?

• Lead a project team consisting of engineers, designers, and field personnel involved in the design, modification, analysis, and constructability of new and existing utility systems as part of large-scale transportation projects
• Work on challenging assignments that include investigating, troubleshooting, and solving a wide variety of engineering and construction-related issues
• Coordinate utility relocation efforts on behalf of Federal, State, and Local area agencies or utility infrastructure owners
• Act as a team lead in the coordination of detailed design phases for all aspects of utility engineering work including scope, cost and schedule control
• Prepare, host and track action items that are associated with project progress meetings
• Negotiate revisions, changes, and additions to contractual agreements with sub-consultants, and clients
• Lead efforts to ensure projects are completed satisfactorily, on time, and within budget.
• Coordinate design activities to ensure installation and operations will comply with specifications, codes, and client requirements
• Prepare reports and studies that present technical information in a clear and concise manner and meet client requirements
• Perform independent reviews of work performed by others including calculations and drawing preparation

Qualifications, Skills, And Competencies

• Bachelor of Science in Civil Engineering Degree
• Professional Engineering License
• Minimum of 5 years of experience in the transportation utility engineering, design or construction related fields
• Ability to manage engineering, design or construction projects
• Proficiency in Bentley MicroStation and some experience in Open Roads Designer is preferred
• Proficiency in Microsoft Office Suite required
