Job summary

Durham County Government in Durham, NC seeks a Utilities Capital Project Manager to lead capital projects across wastewater and water infrastructure. The role coordinates across utilities, ensures regulatory compliance, and steers project scopes, budgets, and schedules.

You will manage design consultants, review technical documents, and ensure safe, compliant implementation while communicating progress to stakeholders.

Qualifications

• Requires a bachelor’s degree in civil, environmental, chemical, mechanical engineering, environmental science, or related field.
• Three years of direct experience in municipal engineering or public works with wastewater and/or water utility projects.
• Must possess a valid NC driver's license with acceptable driving record.

Responsibilities

• Plan and deliver utility capital projects aligned with asset management plans, systems master plans, and regulatory requirements.
• Develop project scopes, cost estimates, schedules, and CIP justifications.
• Coordinate with operations, maintenance, and other staff to ensure constructability and system continuity.
• Manage design consultants for water and wastewater utility infrastructure.
• Prepare and administer RFP/RFQ, bid packages, and contract amendments in compliance with procurement laws.
