Job summary

Durham County Government in North Carolina is seeking a seasoned engineering leader to direct capital improvement projects across wastewater, water, and reclaimed water systems. You will set delivery methods, manage budgets, coordinate with operations, finance, and executive leadership, and ensure compliance with permits and regulatory standards.

The ideal candidate holds a PE, a bachelor’s degree in civil/environmental/chemical engineering, and at least five years of municipal engineering

Qualifications

• Bachelor’s degree in civil, environmental, or chemical engineering.
• Minimum of five years of experience in municipal engineering, public works, or utility infrastructure projects.
• Licensed as a North Carolina Professional Engineer (PE).
• Must possess a valid NC driver’s license and maintain driving record.

Responsibilities

• Directs and manages capital improvement utility projects across wastewater, water, and reclaimed water systems.
• Establish project delivery methods, goals, and performance metrics.
• Coordinate CIP planning with operations, finance and leadership.
• Oversee CIP budgets and forecasts; review cost estimates and change orders.
• Ensure quality control and regulatory compliance; manage contractor performance.
• Lead project managers and engineers; provide mentorship and workloads.
