Job summary

Durham County Government is seeking a Utilities Capital Project Manager in the County Engineering Department to lead capital improvements across wastewater and water systems, ensuring resiliency and regulatory compliance.

You will develop project scopes, budgets, and schedules, manage design consultants, review reports, and coordinate with operations and agencies to deliver projects on time and within budget.

Qualifications

• Requires a bachelor’s degree in civil, environmental, chemical, mechanical engineering or related field.
• Three (3) years of direct experience in municipal engineering or public works with a focus on public water/wastewater projects.
• Must possess a valid NC driver’s license (or be able to obtain one).
• Licensed NC PE preferred; specialized certifications in water/wastewater are a plus.

Responsibilities

• Plans and delivers utility capital projects aligned with asset management and master plans.
• Develops project scopes, cost estimates, schedules, and CIP justifications.
• Coordinates with operations, maintenance, and other staff to ensure constructability and system continuity.
• Manages design consultants for water and wastewater infrastructure.
• Reviews technical reports, design calculations, and construction documents.
• Ensures compliance with AWWA/WEF standards and applicable codes.
• Oversees permitting, contracts, and change orders to protect public utility interests.
