Job summary

Mericle Construction, Inc. is seeking a Utilities and Infrastructure Project Manager to provide internal project management, coordination, and planning across our industrial and commercial park portfolio, covering utility services and road/rail infrastructure from design through construction.

You will work with utility providers, municipalities, regulatory authorities, and third‑party engineers, tracking schedules and budgets and preparing bid packages and permitting submissions for senior

Qualifications

• Bachelor's degree in Engineering, Construction Management, or a related field.
• 5+ years of project coordination or project management experience, ideally involving construction, civil/site development, or utilities.
• Strong organizational skills and ability to track multiple projects, deadlines, and documents.
• Ability to read and follow engineering plans, bid packages, and permitting documentation.
• Clear written and verbal communication skills for coordinating with internal teams, senior leads, and external parties.
• Proficiency with Microsoft Office; familiarity with project tracking systems a plus.
• Interest in growing into external relationship management with utility companies, municipalities, and engineers.

Responsibilities

• Coordinate day-to-day project management of utility, road, and rail infrastructure projects, schedules, budgets, and documentation.
• Prepare and track engineering bid packages and permitting/compliance submissions; log and follow up on open items with engineers, contractors, and reviewing or regulatory agencies.
• Support senior staff on coordination with utility providers, PennDOT, and other municipal, state, and grant agencies, including submissions, review comments, and outstanding action items.
• Maintain project schedules and status tracking across utility and infrastructure projects, flagging risks and delays to senior leads.
• Track and help administer utility service agreements (e.g., take‑or‑pay), including key terms and renewal dates, and coordinate road dedications and turnover of maintenance obligations.
• Assist with collecting and organizing RFPs for utility-related initiatives and summarize findings for senior review.
• Build and maintain utility and infrastructure tracking/records in company systems to support asset and property management reporting.

Utilities and Infrastructure Project Manager (Regular Full Time)

Mericle Construction, Inc. is seeking a Utilities and Infrastructure Project Manager. This Utilities and Infrastructure Project Manager provides internal project management, coordination, and planning support across Mericle's industrial and commercial park portfolio — covering utility services (water, sewer, gas, electric) for new development, tenant buildouts, and park operations, as well as road and rail infrastructure projects from design through construction and turnover.This person will support and maintain relationships utility companies, municipalities, regulatory authorities and third-party engineering services providers.

Mericle Construction, Inc. is the largest, full-service developer of industrial, office, flex, and medical space along Pennsylvania’s I-81 Corridor. Mericle has developed more than 100 buildings in the Scranton/Pittston/Wilkes-Barre/Hazleton area. • Coordinate day-to-day project management of utility, road, and rail infrastructure projects, schedules, budgets, and documentation in support of the senior team members leading each project.
• Prepare and track engineering bid packages and permitting/compliance submissions; log and follow up on open items with engineers, contractors, and reviewing or regulatory agencies.
• Support senior staff on coordination with utility providers, PennDOT, and other municipal, state, and grant agencies, including submissions, review comments, and outstanding action items.
• Maintain project schedules and status tracking across utility and infrastructure projects, flagging risks and delays to senior leads.
• Track and help administer utility service agreements (e.g., take‑or‑pay), including key terms and renewal dates, and coordinate the internal logistics of road dedications and transition of maintenance obligations to municipalities upon project completion.
• Assist with collecting and organizing RFPs for utility-related initiatives (e.g., solar power, telecommunications siting, heavy power capacity), summarizing findings for senior review.
• Build and maintain utility and infrastructure tracking/records in company systems to support asset and property management reporting, and monitor relevant industry and regulatory developments.

Qualifications:

• Bachelor's degree in Engineering, Construction Management, or a related field preferred.
• 5+ years of project coordination or project management experience, ideally involving construction, civil/site development, or utilities is a plus but not required.
• Strong organizational skills and comfort tracking multiple projects, deadlines, and documents simultaneously.
• Ability to read and follow engineering plans, bid packages, and permitting documentation.
• Clear written and verbal communication skills for coordinating between internal teams, senior leads, and external parties.
• Proficiency with Microsoft Office; familiarity with project tracking systems a plus.
• Interest in growing into more direct external relationship management (utility companies, municipal/state authorities, engineers) as the role develops.
