Job summary

ASR International Corporation in the United States seeks a Program Manager to oversee CMS recruiting, staffing, and coordination for Construction Management Services task orders under federal programs. You will ensure personnel meet experience and performance requirements, lead bi-weekly briefings with the Contracting Officer, and monitor invoices with monthly capacity reports.

Qualifications

• Bachelor's degree in engineering, construction management, or related field preferred.
• Demonstrated experience managing multi-task order construction management programs for USACE or similar federal clients.
• Strong knowledge of USACE construction quality management, RMS/CMP systems, and federal contracting procedures.
• Excellent leadership, communication, and organizational skills.

Responsibilities

• Manage recruiting, staffing, and coordination of CMS personnel to ensure task order requirements are met.
• Lead bi-weekly meetings with the Contracting Officer as requested.
• Track payment invoices for all task orders and prepare monthly reports detailing contract total value and remaining capacity.
• Ensure all assigned personnel meet qualification standards and maintain compliance with USACE practices.
• Serve as the primary point of contact for program-level coordination and reporting.
