Role Overview

The Union Remittance & Benefits Billing Specialist is primarily responsible for accurate and timely processing, tracking, and reconciliation of HR and union invoices, union and pension fund remittances, and benefits billing. Sitting at the intersection of Human Resources and Finance, this role manages the end-to-end invoice lifecycle from receipt and review through approval routing, payment follow-up, and recordkeeping. The position works closely with union locals, pension and welfare fund administrators, benefits carriers, HR leadership, and the Finance team to ensure billing accuracy, resolve discrepancies, and support cost control across the organization's union and benefits programs. The ideal candidate brings a sharp eye for numbers, a working knowledge of collective bargaining agreement requirements, a process-driven mindset, and comfort managing financial workflows in a fast-paced HR environment.

Key Responsibilities
HR & Union Invoicing
  • Receive, log, and process HR and union-related invoices from union locals, fund administrators, vendors, and service providers on a defined schedule
  • Prepare and submit monthly remittance reports and contributions to union locals and pension, health and welfare, and related trust funds in line with collective bargaining agreement (CBA) terms
  • Calculate contributions based on eligible hours worked, covered employee status, and the contribution rates in effect for each agreement
  • Process union dues and initiation fee remittances, ensuring payroll deductions match amounts reported and paid to each local
  • Report new hires, terminations, and status changes to unions and fund administrators as required by each agreement
  • Serve as the primary point of contact for fund administrators on billing questions, and support fund payroll audits by compiling hours, payroll records, and remittance history
Benefits Invoicing
  • Receive, log, and process benefits invoices from carriers and benefits vendors on a defined schedule
  • Review invoices for accuracy, completeness, and alignment with contracted rates prior to routing for approval
  • Identify billing errors, duplicate charges, or rate discrepancies and initiate corrections with carriers or vendors
Approval Workflow & Recordkeeping
  • Manage the end-to-end invoice approval workflow, coordinating with HR leadership and Finance to ensure timely sign-off and payment
  • Track invoice and remittance status across all open items, following up proactively with unions, funds, vendors, or internal stakeholders to resolve delays or disputes
  • Maintain organized, audit-ready records of all invoices, remittance reports, approvals, payment confirmations, and correspondence
  • Support accrual tracking by providing Finance with accurate, up-to-date invoice and contribution data on a monthly basis
Reconciliation & Reporting
  • Reconcile union and fund invoices against payroll hours, headcount, and eligibility data, resolving variances before submission
  • Reconcile monthly benefits invoices against enrollment and eligibility data, resolving variances in a timely manner
  • Generate and maintain recurring reports on invoice status, union and pension contributions, benefits spend, and payment history using Excel
  • Support monthly, quarterly, and annual HR financial reporting by compiling invoice data and flagging budget variances
  • Assist in preparing documentation for internal audits, fund audits, compliance reviews, and year-end financial processes
  • Monitor outstanding balances and credits across union, fund, and vendor accounts to ensure accurate financial positioning
Qualifications
Required
  • 1 - 2 years of experience in an invoicing, accounts payable, billing, or HR/benefits finance support role
  • Experience with union remittance reporting, pension or health and welfare fund contributions, or union dues processing
  • Ability to read and apply CBA terms, such as contribution rates, covered hours, and eligibility rules, to invoice and remittance calculations
  • Proficiency in Microsoft Excel, including use of formulas, pivot tables, and data organization for financial tracking
  • Strong numerical aptitude with the ability to identify discrepancies, reconcile data, and follow transactions end-to-end
  • Familiarity with HRIS or payroll platforms; experience with UKG and/or ADP a strong plus
