Qualifications

  • Three years of experience in accounting, auditing, or unemployment insurance.
  • Bachelor’s degree plus a CISA or CGAP designation.
  • Bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information systems, or statistics.
  • An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, or statistics.
  • A CPA license, CFE, or CIA designation.

Responsibilities

  • Conduct complex audits of employers to ensure compliance with UI tax laws by reviewing tax returns, payroll records, and financial documents.
  • Identify unreported wages, misclassification issues, and tax discrepancies; calculate assessments including taxes, penalties, and interest.
  • Prepare detailed audit reports and present findings to executives, CPAs, and attorneys.
  • Initiate enforcement actions including subpoenas, liens, payment negotiations, and litigation referrals.
  • Advise employers on UI tax responsibilities and reporting requirements; serve as primary agency contact within assigned territory.
  • Resolve benefit protests and analyze payroll data to support accurate claims processing.
  • Plan and manage audit assignments and quotas; coordinate with other auditors and provide guidance to staff.
  • Ensure timely collection of UI revenues deposited into the UI Trust Fund.

The Unemployment Insurance Tax Agent 1/2/3 will independently conduct state unemployment tax audits for businesses of all sizes, including private and governmental entities. They will examine complex accounting systems and financial records—such as ledgers, payroll journals, bank statements, and tax returns to ensure compliance with Employment Security Law and verify that wages are accurately reported for Unemployment Insurance tax purposes.

OUIA oversees Louisiana’s Unemployment Insurance (UI) program, which provides temporary financial assistance to eligible workers who are unemployed through no fault of their own. The office manages the full UI lifecycle, including employer tax collection, benefit claims processing, fraud prevention, and appeals.

  • Three years of experience in accounting, auditing, or unemployment insurance; OR
  • A bachelor’s degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation; OR
  • A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
  • An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
  • A Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation.

  • Plan and manage audit assignments and federally mandated quotas; coordinate with other auditors and provide guidance to support staff as needed.
  • Ensure timely collection of significant tax revenues deposited into the Unemployment Insurance Trust Fund to sustain statewide benefit payment.
