Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a highly experienced Technology Security & Foreign Disclosure Subject Matter Expert (TSFD SME) to support NAVSEA Team Submarine programs in a high-profile defense environment.

You will apply TSFD policy, perform authoritative disclosures, and train Contact Officers while coordinating with international partners to protect sensitive submarine technologies.

Qualifications

• Minimum of five years serving as a Foreign Disclosure Officer (FDO), Deputy FDO, or equivalent TSFD role.
• Active Department of War (DoW) security clearance, at the SECRET-level or above.
• Experience with foreign disclosure processes and compliance in submarine programs.
• Knowledge of international defense agreements and export control practices.

Responsibilities

• Perform Foreign Disclosure Officer (FDO) functions and provide authoritative disclosures.
• Review disclosures of technical data, briefings, and operational info prior to release.
• Maintain auditable records of disclosure decisions and conditions.
• Oversee Foreign Visits, Access, and Engagement control and liaise with PEPs, FLOs, and Contact Officers.
• Develop TSFD policy and guidance to support AUKUS I&A and related submarine programs.
• Coordinate with security, operations, and program offices to ensure disclosures stay within approved limits.
