Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a seasoned TSFD Subject Matter Expert to support Foreign Disclosure efforts for submarine programs and international collaboration.

The role requires analyzing disclosures, coordinating with officers, and ensuring compliance with policy and export controls in a DoD environment. Based in Washington, DC, the TSFD SME will work with NAVSEA teams and foreign partners on visits, information handling, and policy development, helping protect sensitive

Qualifications

• Minimum of five years serving as a Foreign Disclosure Officer (FDO), Deputy FDO, or equivalent TSFD role.
• Active DoW security clearance, at the SECRET level or above.
• Experience with international agreements such as ACPs, MOUs/MOAs, DEAs, TORs, and related instruments.

Responsibilities

• Provide FDO/TSFD functions and authoritative disclosure determinations.
• Review disclosures of technical data and briefings prior to release to foreign partners.
• Maintain auditable records of disclosure decisions, rationale, and conditions.
• Coordinate with Contact Officers and manage foreign visits and access control.
• Develop TSFD policy guidance and translate policy into actionable instructions.
