Job summary

Xcelerate Solutions is seeking an experienced Task Order Program Manager to provide centralized program management oversight for TSA, Office of Training and Development. This role ensures integration, efficiency, and performance across all T&D task orders under an Enterprise Security Training IDIQ.

Requires a Master’s degree, PMP, and 10+ years in federal programs, including IMS and cost/schedule controls, with an active Secret clearance.

Qualifications

• Master’s degree or higher in a related discipline.
• PMP certification required.
• Minimum 10 years of professional experience, including at least 2 years managing a major program or department.
• Experience as a Program Manager on complex federal government programs.
• Proven experience managing schedules, budgets, milestones, deliverables, and performance reporting.

Responsibilities

• Serve as the central point of contact for Government for all technical, programmatic, and management matters related to the PM Support Task Order and represents the Contractor at Task Order–level post-award meetings, briefings, and PMRs.
• Deliver centralized program management oversight across all TSA T&D task orders, ensuring integration of schedules, milestones, finances, deliverables, and performance metrics.
• Develop, maintain, and manage an Integrated Master Schedule (IMS) using Microsoft Project to track progress across all T&D task orders.
• Monitor and control cost, schedule, scope, and performance, identifying risks, issues, and dependencies and implementing mitigation strategies.
• Utilize TSA systems to manage task order activities, RFQs, WebForms, reporting, and data management.
• Prepare and submit Weekly Status Reports, Monthly Financial Summary Reports, Monthly Technical Summary Reports, and quarterly PMRs.
• Provide financial oversight and reporting, including expenditure tracking, staffing utilization, estimates at completion, and variance analysis.
• Oversee quality assurance and quality control activities, ensuring deliverables meet TSA standards and contractual requirements.
• Ensure compliance with DHS and TSA security, privacy, and information assurance requirements, including handling of SSI and PII.
