Job summary

Battelle is seeking an experienced Program Manager to lead the TSA Open Architecture initiative, guiding testing, evaluation, data management, and systems integration across multiple MSAs nationwide. This hybrid role is located in the Washington, DC metropolitan area.

This role requires deep Federal program experience and the ability to operate in regulated, mission-critical environments. The successful candidate will serve as the single program-level point of contact for contract performance,

Qualifications

• Ten years of program management experience with federal programs of similar size and complexity.
• Familiarity with TSA security screening technologies and OA initiatives.
• Strong controls, risk, performance management, and contract compliance knowledge.
• Willingness to travel up to 25% and engage with federal clients and senior stakeholders.

Responsibilities

• Lead execution across Open Architecture Mission Support Areas, ensuring delivery against contract scope, schedule, quality, staffing, and cost.
• Interface with TSA stakeholders (CO, COR, government technical leads) and industry partners while maintaining scope control and compliance.
• Direct cross-functional teams supporting data management, detection algorithm evaluation, standardization, and image quality efforts nationwide.
• Develop and maintain the Program Management Plan (PMP) and Integrated Master Schedule (IMS) for each MSA.
• Plan and lead program kickoff meetings, PMRs, and regular conference calls; deliver progress reports and CSR.
• Maintain the Program Deliverables List and ensure timely submission and secure storage of all contract deliverables.
• Coordinate logistics, GFE/GFI, site access, and travel for test, evaluation, and integration activities.
• Ensure compliance with TSA, DHS, FAR/HSAR, security, privacy and RMF for data, algorithms, and systems.
• Oversee staffing plans, recruitment, retention, and workforce readiness across diverse technical environments.
• Oversee safety and quality performance and implement robust quality-management across labs, checkpoints, and field environments.
• Support financial and contractual discipline, including invoicing, labor category alignment, and forecasting.
• Coordinate with subcontractors to align scope, cost, schedule, and lead transition-in/out activities.
