Job summary

NucoreVision, Inc. seeks an experienced Project Manager to lead end-to-end application development for a U.S. Navy program.

You will manage cross-functional teams, coordinate with Navy stakeholders, and ensure delivery aligns with cost, schedule, and performance objectives in AWS environments (including GovCloud). The ideal candidate has 7–10 years of project management, DoD/Navy experience, and active TS/SCI clearance with PMP certification.

Qualifications

• Citizen of the United States
• Residence within 30 miles of Norfolk, VA
• Active TS/SCI clearance
• Active PMP certification (required or to be obtained within 6 months)
• Bachelor's degree in Computer Science (Concentration)
• 7–10 years of project/program management experience
• Experience with AWS cloud deployments (including GovCloud) for DoD/Navy programs
• Experience with Agile/Scrum and hybrid delivery in a federal environment
• Knowledge of RMF/NIST 800-53 and cybersecurity compliance
• Experience managing technical teams and briefing senior government stakeholders

Responsibilities

• Lead planning, execution, and delivery of Navy mission system software projects
• Manage full SDLC with Agile/Scrum teams, including sprint planning and releases
• Serve as the primary liaison with Navy stakeholders (COR, PM, tech leads)
• Oversee architecture and deployment on AWS and GovCloud with CI/CD pipelines
• Ensure DoD RMF/ATO compliance and continuous monitoring support
• Manage IMS, resource allocation, and EVM reporting where applicable
• Identify and mitigate risks; escalate to government and leadership as needed
• Coordinate with QA, security, and systems engineering for accreditation and interoperability
• Support proposal development, staffing plans, and contract deliverables
• Mentor and manage development staff (engineers, BAs, QA)
