Job summary

Jobtailor in the United States seeks a seasoned program manager to lead a complex contract for NSWC PCD in Panama City, FL. You will coordinate cross-functional teams, manage planning, execution, risk, and ensure compliance with security and regulatory requirements.

Candidate must have a BS in engineering or related field, 10+ years of technical or operational PM experience, Navy experience preferred, and a DoD Secret clearance; proficiency in C#, C++, React, Python, or MATLAB is expected.

• Software development experience in C#, C++, React, Qt, Python, or MATLAB; Agile or DevSecOps experience required.
• Familiarity with cybersecurity policies and frameworks, including RMF.

Job description

• Lead and oversee the execution of a complex contract supporting the Naval Surface Warfare Center Panama City Division (NSWC PCD)
• Inspire and align cross-functional teams, fostering collaboration to achieve mission objectives while managing stakeholder relations
• Oversee planning, execution, and risk management to deliver complex projects on time and within scope
• Integrate technical expertise and operational insight to shape M&S, engineering, and tactics solutions to meet mission needs
• Ensure strict compliance with contractual, regulatory, and security requirements by maintaining transparent and accurate reporting

Requirements

• Bachelor’s degree in engineering, computer science, information technology, or a related field
• Advanced degree preferred
• 10+ years of experience in technical or operational program management
• Navy experience preferred
• Strong knowledge of M&S and Tactics development to include mission, training, and engineering simulations; fleet certification and post-mission analysis; and concept of operations (CONOPS) development
• Software development experience using languages such as C#, C++, React, Qt, Python, or MATLAB; proficiency in Agile or DevSecOps ecosystems is required
• Familiarity with cybersecurity policies and frameworks, including Risk Management Framework development
• U.S. Citizenship is mandatory
• Candidates are required to have an active DoD Secret clearance upon hire and the ability to maintain this level of clearance during their employment.
