Job summary

Kiowa Tribe of Oklahoma is seeking a Treasurer to oversee financial planning, budgeting, and accounting in Carnegie, OK. This role reports to the Chairman and partners with the CFO to safeguard assets and ensure compliance with policy and regulatory requirements.

The successful candidate will lead budgeting processes, analyze economic conditions, and manage treasury activities while maintaining strong relations with tribal members and staff.

Qualifications

  • Bachelor’s degree in finance, accounting, business administration, or closely related field.
  • Certified Public Accountant (Preferred) but not required.
  • Organizational and management experience applied to analysis and evaluation of programs, policies and needs.
  • Proven inspirational leader with ability to drive results in tribal setting and navigate high-level decisions.
  • Proficient knowledge and use of MIP and Abila Accounting Software.
  • Proactive, customer/results focused high achiever with follow-through.

Responsibilities

  • Shall safeguard and be responsible for the Tribe's financial assets and practices.
  • Shall be bonded to protect financial assets of the Tribes.
  • Assist the Chairman and CFO in financial planning and investment funds; delegate duties as needed.
  • Ensure finances are managed and expended per policies and procedures.
  • Review and produce financial reports and oversee plans for resources including gaming revenue.
  • Ensure financial records are adequate and well documented.

JOB SUMMARY

The Treasurer is under the direct supervision of the Chairman and works closely with the Chief Financial Officer. The Treasurer aides in the financial and monetary activities and operations aspects of the Tribes including financial planning and analysis practices, purchasing, budgeting, accounting, debt, and project management; reserve policy, and treasury services and activities; to coordinate assigned activities and complex administrative support to the Executive Office. The Treasurer will maintain a wholesome and favorable relationship with the Tribal Members, Legislators, Executive Directors, Program Directors/Coordinators, and Employees.

RESPONSIBILITIES
  • Shall safeguard and be responsible for the financial assets and practices of the Tribe.
  • Shall be bonded in a sufficient amount to protect the financial assets of the Tribes.
  • Assists the Chairman and Chief Financial Officer in all financial planning and investment funds for the department or program including delegating duties to the staff to financial and banking functions.
  • Ensures finances are managed and expended proficiently so finances fall into policies and standard accounting procedures.
  • Reviews and produces financial reports for the Tribeand oversees and implements the plans for resources including submitting monthly reports for review.
  • Ensure all financial records are adequate and documented correctly.
  • Work cooperatively with the Chief Financial Officer and Chairman by assisting to develop an annual budget that shall include all revenue and funds controlled by the Tribes including gaming revenue, and all revenue and funds received by the Tribes from any and all sources.
  • Coordinates with the Chief Financial Officer in preparingand administering large and complex budgets, allocate limited resources in a cost- effective manner.
  • Interpret and apply applicable Federal, State, and local policies, procedures, laws, and regulations.
  • Coordinates with the Chief Financial Officer in preparing, reviewing, and submitting yearly tax documents, forms, and regulations.
  • Direct and analyze studies of general economic, business, and financial conditions and their impact on the Tribe's policies and operations.
  • Maintain strict security, confidentiality, and quality to meet professional standards of the department.
  • Always practice Excellent customer service skills to include, but not limited to, addressing the general public and tribal employees courteously and promptly.
  • Performs other related job duties as assigned
QUALIFICATIONS
  • Bachelor’s degree in finance, Accounting, Business Administration, or closely related field
  • Certified Public Accountant (Preferred) but not required.
  • Organization and management experience as applied to the analysis and evaluation of programs, policies and operational needs and utilizing cross-functional teams; a documented history of rebuilding and redirecting accounting and financial teams and functions.
  • Proven inspirational leader, able to drive outstanding results in tribal setting, constantly demonstrating a can-do attitude while exercising the patience to navigate a more extended high-level decision-making process.
  • Proficient knowledge and use of MIP, and Abila Accounting Software.
  • Tremendously proactive, customer/results focused high achiever, delivers on commitments throughout the Tribes
  • Strong relationship builder, constantly being a progress builder, with highly developed strengths in highly sensitive and political environments

REQUIREMENTS
  • Must possess a valid drivers license and be insurable under the Kiowa Tribe’s motor vehicle policy.
  • Must be bondable.
  • Must be willing to submit to and pass drug testing.
  • Must be willing to submit to and pass a background investigation which reflects good moral character.
  • Must have reliable transportation.
PHYSICAL DEMANDS AND WORKING CONDITIONS

Other Physical Demands
