Job summary

Endeavors seeks a Licensed Child-Care Administrator (LCCA) to provide on-site leadership and regulatory oversight of a General Residential Operation (GRO). The LCCA ensures compliance with HHSC rules and administers trauma-informed residential care centering children’s voices in decisions.

The role requires an active Texas LCCA license and experience with DFPS/HHSC processes, staff supervision, and service planning.

Qualifications

• Active Texas Licensed Child-Care Administrator (LCCA) license required and maintained during employment.
• Master's degree preferred; or Bachelor's degree consistent with LCCA licensure prerequisites.
• Minimum of two years of leadership/management experience in GRO/RTC/CPA or similar child-welfare program.
• Willingness to maintain regular attendance and respond to emergencies for 24-hour residential operations.

Responsibilities

• Serve as the operation's designated full-time Child-Care Administrator with on-site supervision.
• Hold and maintain an active Texas LCCA license for lawful operation.
• Ensure ongoing compliance with HHSC Minimum Standards and applicable laws.
• Liaise with HHSC CCR, DFPS, and placement agencies.
• Lead trauma-informed model of care and ensure appropriate supervision and programming.
• Protect children's rights to participate in their service plans, with youth 14+ able to review/sign.
• Involve children in care decisions; document any declinations without penalty.
• Oversee service planning, reviews, and permanency planning per DFPS requirements.
• Oversee staffing patterns and maintain accurate staffing plans.
• Ensure compliance with monitoring plans, corrective actions, or action plans if needed.
• Maintain a system ensuring qualified staff available for emergencies.
• Prevent children from acting as caregivers and bar individuals who pose risks.
• Complete background checks, fingerprinting, tuberculosis screening, and annual training per Subchapter E.
• Maintain accurate records; notify Licensing of changes or vacancies within two days.
• Promote safety, accountability, professionalism, and trauma-informed care.
• Participate in supervision, staff meetings, QA, and CQI processes.
• Maintain confidentiality and secure records.
• Exceptions to criteria must be approved by the Department Head.
• Demonstrate exceptional customer service by prioritizing child, family, or client needs.
