Job summary

Shelter, Inc. in Arlington Heights, IL is seeking a Foster Care Case Worker to provide direct client services to high‑risk foster care youths and families. You will supervise clients, assess needs, coordinate services, and maintain compliance with DCFS rules.

You will collaborate with a team to develop service plans, monitor progress, and connect families to community resources, while documenting case activity and participating in court proceedings as required.

Qualifications

• Bachelor's degree in human services is required from an accredited school.
• Experience in child welfare or related field is preferred.
• Master's degree in Social Work is desired.
• Must meet Child Care Facility Driver requirements per Illinois DCFS.
• Must pass CWEL Exam and Permanency Foundation courses as required by DCFS.
• Must have a valid driver's license, a reliable automobile and good driving record.
• Must become certified in CPR, First Aid and CPI within six months of employment.
• Must complete a Medical and TB test with proof of results.
• Must be fingerprinted and pass a full DCFS background check.
• Must submit official transcripts from the last school where a degree was awarded.
• Ability to lift 40 lbs.

Responsibilities

• As part of a team, the Foster Care Case Manager provides direct individual and family casework services to facilitate healing through trauma informed services and community-based connections.
• Exhibit excellent verbal and written communication skills, flexible and organized; proficient computer use.
• Provides support and education to enhance parenting skills and to prepare youth for self-sufficiency upon emancipation.
• Continuously assess and plan services for clients to address unique needs.
• Implement service plans, monitor progress, and review with supervisor and DCFS as required.
• Demonstrate insight regarding client strengths and needs and incorporate into planning.
• Assess and monitor safety and recommend/ referrals for appropriate placements.
• Assess permanency options and implement plans to achieve permanency.
• Develop knowledge of community resources and maintain relationships with providers.
• Provide referrals and secure written agreements per DCFS guidelines.
• Respond within 24-48 hours to inquiries; prepare reports and court testimony as needed.
• Maintain client records, submit written reports, and ensure timely case notes.
• Report progress in court and document incidents to supervisor or DCFS.
• Maintain face-to-face contact through home and community visits.
• Provide outreach to family members to maintain relationships.
• Plan and supervise family or sibling visits; model appropriate interactions.
• Maintain professional boundaries and accountability for results.
• Attend work, meetings and training as scheduled; respect cultural and socioeconomic differences.
• Perform other related tasks as required.
