Job description

The Transportation Supervisor at Toledo Area Regional Transit Authority (TARTA) is responsible for ensuring the timely dispatching of vehicles in accordance with established schedules. They must take necessary measures to minimize variations in punctual vehicle departures, assign daily work to staff, and ensure compliance with TARTA policy and Union agreements. This role also involves accounting for any irregularities that may affect scheduled services, including employee absences, and adapting to route deviations or unforeseen delays. Additionally, the Transit Dispatch Supervisor ensures the safety of passengers by inspecting coach operators prior to dispatching and taking appropriate action in case of violations.

The Strategic Plan focuses on the customer experience, financial stewardship, operational excellence, and growth. This transformation is powered by a dedicated team of professionals in each department from the leadership team to every front-line (and behind the scenes) team member.

DUTIES AND RESPONSIBILITIES:
  • Coordinates a variety of activities relating to the routing and dispatching of vehicles and operators.
  • Analyzes and evaluates routes and schedules to assure efficient and appropriate transportation service.
  • Directly supervises paratransit operators; schedules, directs and monitors routes of transportation personnel.
  • Conduct accident investigations and perform road supervising duties as needed.
  • Keeps transportation personnel apprised of daily weather and traffic conditions.
  • Responsible for payroll verification, authorization, reporting and record keeping.
  • Ensure compliance with all applicable rules, regulations, laws, practices, and collective bargaining agreements. Maintains amicable and harmonious work environment.
  • Attend staff and driver meetings, as required.
  • Conduct visual inspections of coach operators prior to dispatching and document any violations of established policies.
  • Acts as managerial and customer liaison with passengers, families, and the public.
  • Checks for building security and opens and closes building on daily basis.
  • Maintains supervisory files, logs, records, reports and schedules, which are accurate, clear and complete.
Essential Knowledge, Skills and Abilities
  • Knowledge of paratransit operations and dispatcher techniques, practices and procedures.
  • Knowledge of safety practices and procedures.
  • Knowledge of collective bargaining agreements.
  • Ability to use sound judgment and to work independently.
  • Ability to establish and maintain harmonious relationships.
  • Effective communications and organizational skills verbal and written.
  • Knowledge of local, state and federal laws relating to transportation activities.
  • Complies with all applicable laws and policies regarding confidential information.
  • Performs other related duties as required; all job descriptions are subject to change.

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.

Education and Experience
  • High school diploma required; college education preferred.

The work environment is typically an office setting with exposure to computer monitors and frequent interaction with telecommunication devices. Physical efforts include sitting at a desk or table for administrative tasks, operating telecommunication devices and computer equipment, and driving and using heavy equipment during field activities. Proficiency in English language communication is necessary for the role.

Physical Effort Required

The Transportation Supervisor position requires continuous sitting (5.5 to 8 hours daily) and occasional standing (0.25 to 2.5 hours daily). Occasional walking (0.25 to 2.5 hours daily) and driving (0.25 to 2.5 hours daily) are necessary. Occasional lifting/carrying up to 50 lbs (0.25 to 2.5 hours daily) is required, with no lifting/carrying over 50 lbs. Occasional reaching above shoulder level (0.25 to 2.5 hours daily) and bending/stooping (0.25 to 2.5 hours daily) are required. Pushing/pulling is never required. Fine manipulation is required frequently (2.5 to 5.5 hours daily). The stress level for this role is moderate.
