This position provides planning, oversight, and high-level technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Develops and interprets guidelines, regulations, laws, policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
- Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
- Oversees traffic management programs/projects involving technical employees engaged in developing, installing, testing, programming and repairing electrical/electronic devices/systems.
- Prioritizes and schedules projects.
- Consults with Department personnel, manufacturers and vendors regarding equipment operation, design, installation, equipment failure, complex repairs or replacement recommendations.
- Coordinates programs and projects to enhance efficiency and streamline operations.
- Ensures compliance with Occupational Safety and Health Administration (OSHA) standards.
- Inspects current projects for proper use of personnel, equipment and materials, traffic control and quality of work completed.
- Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items.
- Makes recommendations to replace or modify signs, signals and illumination devices.
- May serve as a lead worker and the related tasks.
- Provides advanced technical expertise for field technicians in the installation, troubleshooting, maintenance and repair of complex electronic/electrical systems in the field.
- Responds to complaints and identifies problems regarding traffic signal timing, congestion, operations and assists in developing recommendations for long-term solutions.
- Trains and makes training-related recommendations to staff on new operations.
- Performs other job responsibilities as assigned. This position requires driving a state vehicle.
Minimum Qualifications:
Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience: 5 YEARS transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent).
Licenses and Certifications:
- Valid driver’s license at the time of application. This position requires driving a state vehicle.
- Must have a Commercial Class "A" Driver's License with an "N" Endorsement at time of hire or be eligible to obtain a CDL "A” License within 1 Yearfrom date of employment.
