Job summary

Charleston County Public Works Department seeks an Engineer in the Capital Projects division to lead transportation infrastructure projects from design through construction, including budgets, contract invoices, and CE&I oversight. You will coordinate with consultants, review submittals, manage permits, and ensure compliance with standards to deliver projects that improve local mobility.

Bachelor’s in Civil Engineering with 1–3 years of relevant experience; EIT/PE or PMP preferred; strong

Qualifications

• Bachelor’s degree in Civil Engineering or related field with 1–3 years of progressively responsible experience.
• EIT with ability to obtain licensure as PE, or PMP preferred.
• Applicants with knowledge of engineering and project management procedures to manage consultant design and bid packages.
• Strong ability to supervise and coordinate transportation projects with various stakeholders.

Responsibilities

• Manage transportation projects from inception through completion, including budgets and review of contract invoices and expenditures.
• Evaluate qualifications and proposals of consultants for design and pre-construction services; negotiate fees and scope; approve changes.
• Review plan submittals for compliance with standards and project goals.
• Coordinate utility relocations with utility staff as needed.
• Coordinate permit applications with environmental and regulatory agencies; ensure federal requirements are met.
• Coordinate in-house or consultant-led acquisition of permissions and right-of-way from property owners.
• Prepare IFB documents for construction advertisement; coordinate with inspection staff; review invoices.
• Provide excellent customer service to citizens and stakeholders by communicating project status.
