Job summary

LJA Engineering, Inc. is seeking a Program Manager in the Transportation group to lead new municipal, state, and regional client engagements while delivering advanced traffic operations and ITS programs.

The role bridges TMC engineering teams and public/private stakeholders to improve regional mobility, safety, and infrastructure efficiency. Candidates bring 8+ years in related fields and strong contract budgeting skills.

Qualifications

Bachelor’s degree in Civil Engineering, Transportation Planning, Business Management, or related field.
8+ years in traffic operations, ITS engineering, or TMC program management.
Proficient in TMC software, contract administration, and public-sector budgeting.
Strong understanding of ATMS and video distribution frameworks.
Desirable: existing network in state DOTs/MPOs or municipal traffic departments.

Responsibilities

Build and maintain relationships with state DOTs, transit agencies, municipal partners.
Lead strategic pursuits for TMC operations, modernization programs, and ITS projects.
Develop proposals, funding applications, and client presentations.
Advise agency leadership, first responders, traffic engineers, and partners.
Coordinate incident management, data-sharing, and cross-jurisdiction collaboration.
Oversee daily TMC program delivery, including traffic monitoring and incident response.
Track budgets, resources, performance metrics, and service levels.
