Job summary

Texas Department of Transportation is seeking a Budget Analyst III to support statewide financial management and project funding. The role oversees coordination of schedule, funding review, and compliance with state and federal requirements.

The position requires a finance or related degree and experience with funding administration. It offers full-time work in Austin with strong benefits and opportunities for growth within TxDOT.

Qualifications

  • Two years of experience in funding administration, planning, budgeting or working with state or federal funding.

Responsibilities

  • Assist with development and monitoring of the 24-month letting schedule and funding processes.
  • Coordinate project scheduling, programming, and funding review/approval for districts.
  • Monitor financial constraint of construction funding allocations.
  • Prepare FPAA and review AFAs, confirm funding eligibility.
  • Assist with advertisement of construction and maintenance projects.
  • Ensure compliance with laws, regulations, policies and standards.
  • Prepare and distribute letting and funding reports.
  • Assist data integrity and quality control for reports.
  • Perform additional duties as assigned.

Job description

Performs transportation programming, letting project scheduling, and federal funding preparation and analysis work. Oversees projects/grants/programs/lettings to include application, approval, monitoring, audits, investigations, and authorizing funding. Work involves administering project programming and scheduling processes and systems; reviewing, analyzing, and evaluating project funding data; preparing reports and responding to inquiries. Interpreting, reviewing, and implementing state and federal statues, legislation, laws, and/or policies. Employees at this level establish their own work plan and priorities to meet set objectives.

Essential Duties:
  • Assist with development and monitoring the 24-month letting schedule, fiscal constraint, and letting/funding processes in accordance with the statewide plan as authorized in the Unified Transportation Program (UTP)
  • Coordinates project scheduling, programming, and funding review/approval for assigned district(s) within TXDOTCONNECT and the Department's Category Analysis
  • Monitors financial constraint of assigned district(s) construction funding allocations, as established annually by the Chief Financial Officer in accordance with the agency's Cash Forecast.
  • Prepares Federal Project Authorization and Agreements (FPAA); reviews Advanced Funding Agreement (AFAs), confirm funding eligibility and assists assigned districts with federal funding questions
  • Assists with the advertisement of construction and maintenance projects in the centralized advertisement program, in accordance with state and federal requirements
  • Ensures compliance with federal and state laws, regulations, policies and procedures, and standards pertaining to programs
  • Prepares and distributes letting, project funding, federal/state funds management reports
  • Assists with data integrity and quality control processes to ensure accuracy/consistency of internal and external reports
  • Performs other job responsibilities as assigned
Minimum Qualifications:

Bachelor's Degree in Finance, Accounting, Business or related discipline. Relevant work experience may be substituted for degree on a year per year basis.

Experience

2 years experience in funding administration, planning, budgeting or working with state or federal funding. (Experience can be satisfied by full time or prorated part time equivalent).

Preferred Qualifications:
  • Bachelor's Degree in Finance, Accounting, Economics, Business Administration and Government, etc. highly preferred
