The Maryland Port Administration (MPA) is a 204-employee transportation business unit within the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. The Port of Baltimore plays an integral role as an economic generator and job creator, in addition to maintaining our nation's supply chain and moving vital goods to industries and consumers. As one of the nation's top ports for total cargo tonnage and overall dollar value of cargo, the Port of Baltimore is also one of the most diverse ports in the United States with over 140,000 jobs in Maryland linked to port activity.

General Role Description:

MPA is seeking a motivated, positive, and driven transportation engineering professional to join the Field Engineering Department of MPA's Division of Engineering. The primary responsibility of this position is to engage in construction management and inspection of capital projects including Capital Program Management (CPM) schedule analysis and resolution of construction issues and claims. The candidate also participates in the design process including the review of plans, specifications, and estimates. The role involves frequent visits to construction sites and damaged facilities to inspect and approve workmanship and contractor performance. This position requires physical activities such as climbing, squatting, bending, and crawling, and exposure to extreme weather conditions, noise, vibrations, fumes, hazardous materials, and operating terminal and construction equipment.

Essential Duties:
  • Daily construction inspection and management of large, complex projects.
  • Administers consultant contracts, including approval of payments.
  • Plans, organizes, coordinates, schedules, assigns, and evaluates work of subordinate engineers, technicians, and consultants.
  • Prepares engineering studies, designs, plans, specifications, and cost estimates.
  • Approves contractor and subcontractor personnel and equipment.
  • Interprets contract drawings and specifications.

This position reports directly to the Deputy Director of Construction, Division of Engineering.

Minimum Qualifications:

Education: Bachelor's degree in engineering from an accredited college or university.

Experience: Four (4) years of professional engineering experience.

Preferred Qualifications:

The ideal candidate will possess a civil/structural engineering degree from an accredited college or university.

Additional Notes:
  • Additional engineering work experience may substitute for education on a year-for-year basis.
  • A Master's Degree in engineering may substitute for one year of experience.
  • Current registration as a Professional Engineer in Maryland or a comparable state satisfies the educational requirement.
  • You must possess a valid Maryland motor vehicle operator's license and obtain/maintain a TWIC for facility access.
