Job Summary

The position is in the Pavement Management unit and reports to the the Pavement Preservation Engineer. This position is the point person to prepare the construction smoothness and incentive/disincentive report. Verifies the pavement construction project information including start and end mileposts and offsets, lane number, and exceptions (manholes, bridges, leading and transition zones) to process profile files to calculate International roughness index (IRI) to quantify the incentive or disincentive amounts tor the contractors. The employee verifies and reviews treatment / construction types, plans, special provisions, formulas, equations, and target values to calculate incentive/disincentive. Works with RE / district to resolve issues with the contractors. Reviews plan submitted by the contractor. Checks, reviews, and verifies large amount of data and QC testing results to determine data acceptance.

This position will directly work/use/operate the Pavement Management System (PMS) application. Analyze current and future pavement preservation and rehabilitation needs and assist with developing

priority programs.

This position provides expert technical consultation on complex.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties

Prepare construction smoothness and incentive/disincentive report. Verifies the pavement construction project information including start and end

mileposts and offsets, lane number, and exceptions for processing profile files to calculate international roughness index (IRI) to quantify the incentive or disincentive amounts for the contractors.

Reviews, comments, approves/disapproves quality control plans submitted by statewide pavement condition data collection contractor. Checks, reviews, and verifies a large quantity of data and QC testing results to determine data acceptance.

Uses Pavement Management System (PMS).Works on pavement preservation and rehabilitation programs.

Monitors, analyzes, and manages a large volume of pavement condition and highway data in the database.

Performs field inspections

Knowledge Of

Knowledge, Skills & Abilities (KSAs):

  • Pavement smoothness of the highway system
  • Computing international roughness index (IRI) and factors used to adjust the IRI to calculate incentive/disincentive
  • Pavement management system
  • Pavement preservation and rehabilitation
  • Pavement conditions and distresses
  • Relational databases
  • Civil engineering practices as applied to design, development, construction, maintenance of the state highway system

Skills In

  • Technical writing
  • Analyzing and evaluating a wide variety of engineering data related to pavement smoothness and performance
  • Interpreting a variety of technical documents such as specifications
  • Processing reports and final results of testing
  • Scheduling, organizing and prioritizing testing assignments
  • Interpersonal relations as applied to contacts with other divisions, contractors, consultants, and district

Ability To

  • Plan and prioritize work assignments in order to accomplish the goals and objectives of the department.
  • Perform pavement needs analysis and optimization
  • Exercise considerable engineering judgment when dealing with non-routine situations.
  • Work effectively with a wide range of persons and work disciplines both within and outside AD0T.
  • Adjust to changing assignments and priorities.
  • Communicate technical information to management and others.

Selective Preference(s)

Education - Bachelors of Science in Civil Engineering or closely related field accompanied by coursework in Computer Sciences or Information Management.

One year experience in database management.

Pre-Employment Requirements

State of Arizona Registration as a Professional Engineer

Valid Arizona Driver’s license.
