Summary

Endurion is seeking a Transition and Change Management Manager to support the Preservation of the Force and Family (POTFF) program. This position leads enterprise transition planning, organizational change management, and readiness activities that support Special Operations Forces (SOF) mission readiness, resilience, longevity, and performance. The Transition and Change Management Manager serve as the single accountable leader for integrated transition outcomes, coordinating cross-functional teams to implement new programs, technologies, processes, and operational requirements without disrupting service delivery or workforce continuity. This individual develops transition strategies, manages implementation risks, promotes stakeholder adoption, and ensures transition activities remain aligned with contractual requirements, program objectives, and POTFF mission priorities. This position is contingent upon contract award.


Essential Duties and Responsibilities


  • Lead transition, mobilization, and organizational change activities from contract award through Full Operational Capability and throughout program performance.

  • Develop and execute comprehensive Transition Management Plans, change management strategies, Integrated Master Schedules, readiness plans, staffing deployment plans, and risk mitigation strategies.

  • Establish transition governance, executive reporting, readiness reviews, decision-making forums, performance metrics, and escalation processes.

  • Coordinate transition activities across Program Management, Operations, Human Resources, Talent Acquisition, Credentialing, Security, Information Technology, Finance, Contracts, Quality, Training, and other enterprise support functions.

  • Integrate change management activities with program, project, and operational plans to maximize adoption, benefit realization, and return on investment.

  • Assess organizational readiness and stakeholder impacts associated with new programs, technologies, processes, policies, and operational requirements.

  • Identify, analyze, and mitigate resistance to change, including changes affecting behavioral health, human performance, training, workforce support, and family programs.

  • Develop and execute stakeholder engagement and communication plans for SOF personnel, families, government customers, program leadership, managers, and functional teams.

  • Coach and support leaders and managers in guiding their teams through transitions and sustaining new ways of working.

  • Coordinate workforce mobilization activities, including incumbent capture, recruiting, onboarding, credentialing, security processing, training, placement, and deployment.

  • Monitor transition milestones, critical-path activities, resource requirements, dependencies, risks, issues, and corrective actions.

  • Maintain accurate transition documentation, decision logs, risk registers, action trackers, lessons learned, and performance reports.

  • Coordinate operational readiness assessments and verification activities to confirm that personnel, systems, facilities, equipment, processes, and support functions are prepared for implementation.

  • Support continuity of operations during contract transitions, task-order transitions, workforce surges, organizational expansions, and other major operational changes.

  • Build collaborative relationships with government customers, executive leadership, operational teams, joint venture partners, subcontractors, and enterprise support organizations.

  • Ensure transition and change activities comply with contractual requirements, applicable regulations, organizational policies, and quality standards.

Minimum Requirements


  • Bachelor’s degree in business administration, Public Administration, Organizational Leadership, Human Resources, Project Management, Change Management, Healthcare Administration, or a related field.

  • Minimum of eight years of progressive experience in program management, transition management, change management, implementation, mobilization, or organizational transformation.

  • Minimum of three years of experience leading complex transition, mobilization, program stand-up, or enterprise change initiatives.

  • Demonstrated experience developing and executing transition plans, change management strategies, integrated schedules, readiness assessments, executive governance processes, and performance reporting.

  • Experience coordinating work across cross-functional teams in a complex, highly regulated, military, federal, healthcare, or mission-support environment.

  • Working knowledge of recognized change management methodologies, such as Prosci, ADKAR, Kotter, or equivalent approaches.

  • Demonstrated ability to assess stakeholder impacts, anticipate resistance, develop adoption strategies, and support leaders through organizational change.

  • Strong leadership, project management, organizational, analytical, problem-solving, and decision-making skills.

  • Excellent written and verbal communication skills, with the ability to communicate effectively with government customers, senior executives, operational leaders, employees, service members, and families.

  • Ability to manage multiple priorities, dependencies, and deadlines in a geographically dispersed and mission-focused environment.

  • Proficiency with Microsoft Office applications and project management, scheduling, collaboration, and reporting tools.

  • U.S. citizenship required.

  • Ability to obtain and maintain the security clearance required for the position.


Preferred Skills And Qualifications


  • Master’s degree in Business Administration, Public Administration, Organizational Leadership, Human Resources, Project Management, Change Management, Healthcare Administration, or a related field.

  • Experience supporting Department of Defense, Special Operations Forces, federal civilian agencies, healthcare, human performance, behavioral health, readiness, or other highly regulated programs.

  • Familiarity with POTFF mission priorities, SOF operational culture, and integrated human performance programs.

  • Experience leading contract transitions or mobilization for Personal Services Contracts or similarly complex, workforce-intensive federal service programs.

  • Experience supporting geographically dispersed domestic and international operations.

  • Experience leading incumbent capture, workforce continuity, workforce surge, or operational readiness initiatives.

  • Experience coordinating enterprise functions such as Human Resources, Talent Acquisition, Credentialing, Security, Finance, Contracts, Information Technology, Operations, Quality, and Training.

  • Project Management Professional certification.

  • Prosci Change Management, Certified Change Management Professional, or comparable change management certification.

  • ITIL, Lean Six Sigma, or related process improvement certification.

  • Active Department of Defense Secret or higher-level security clearance.
