Job summary

The COMET seeks a Planning and Development Manager to lead transit service planning, performance analysis, and program coordination for fixed routes, demand response, and innovative mobility.

You will develop and analyze service plans, coordinate with regional partners and agencies, and prepare comprehensive reports for executive leadership while maintaining ADA compliance and service quality.

Qualifications

• Bachelor's degree in urban or transportation planning or related field.
• Three years of professional transportation planning or urban planning experience.
• Certifications such as AICP/CTP/PTP preferred.

Responsibilities

• Perform short range and long-range transit planning and scheduling.
• Develop Transit Service Plan by identifying transit service needs and resources.
• Oversee the development and implementation of Short-Range Transit Plan (5–10 years).
• Coordinate with regional planning organizations for inclusion in plans and programs.
• Develop KPIs, scorecards, dashboards to measure productivity and efficiency.
• Prepare reports and presentations for staff and Board; communicate with officials and agencies.
