The Charlotte Area Transit System (CATS) is seeking an IT Program Manager to lead planning, coordination, and delivery governance for technology programs and major initiatives. This role provides portfolio-level oversight across Infrastructure, Applications, Cybersecurity, and Strategy & Quality, ensuring alignment with priorities and funding constraints.

Qualifications

  • Bachelor’s degree in IT, business, public administration, engineering, or related field.
  • Five years of progressively responsible experience in project or program management.
  • Experience leading portfolios or multi-project programs.
  • Knowledge of governance, reporting, and stakeholder coordination.
  • Knowledge of technology delivery lifecycle and 24/7 environments.

Responsibilities

  • Maintain portfolio visibility across technology initiatives, projects, and workstreams.
  • Lead development of program plans for major initiatives and multi-project efforts.
  • Coordinate planning activities across technical and business stakeholders.
  • Promote consistent project documentation and control practices.
  • Coordinate with Technology managers to align staffing, resourcing, and timelines.

Education

Bachelor’s degree in Information Technology, Business Administration, Public Administration, Engineering, or related field
