Job description

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.

The IT Specialist (Network) is responsible to plan, develop, implement, and administer system s for the acquisition, storage, and retrieval of data, and uses expertise in the support of the Local Area Network (LAN)/Wide Area Network (WAN) Technical Services.

Duties and Responsibilities

Plans and study current and future telecommunications systems for local area network (LAN) and wide area network (WAN). Ensures that the network is kept up and running and PCs are working properly. Designs, analyzes, develops, tests, checks for quality assurance, configures, installs, implements, and integrates the systems to transmit telecommunications information such as voice, data, and/or video formats, and is responsible for the maintenance and management of the network. Plans and coordinates the development of data structures and access strategies in alignment with business and mission requirements; develops technical designs; identifies systems requirements; validates data sources; and, coordinates the evaluation and selection of data management tools. Analyzes and defines data requirements and specifications; and, designs, develops, implements, modifies and manages databases. Analyzes and plans for anticipated changes in data capacity requirements. Establishes testing, implementation, and post-implementation support procedures, and develops user instructions. Provides expert advice in the interpretation of IT policies, standards, and guidelines; develops and administers data standards, policies, and procedures; defines data flow and develops data flow diagrams; builds and maintains data dictionaries; develops physical data models; and, develops and implements data mining and data warehousing programs. Troubleshoots and implements updates of the networks security infrastructure by assisting users with antivirus, anti-worm, and malware defeating measures to preserve the integrity of OSSE's systems and networks. Installs, analyzes, tests, evaluates, and troubleshoots network systems problems reported by users or IT specialists, such as LAN, WAN, internet, intranet, and other data communications systems problems. Evaluates, tests, and implements Microsoft Windows server operating systems level software and network and monitors, and tracks for general computer applications. Develops new standards, methods, and techniques; evaluates the impact of technological changes; and/or conceives of solutions to highly complex technical issues. Ensures proper standards are being met with the implementation of new jobs or changes to current process. Identifies and defines business or technical requirements applied to the design, development, implementation, management, and support of systems and network. Develops common approaches to problem solving and meeting processing requirements, and develops and analyzes new projects. Investigates the feasibility of alternative approaches with a view of determining the best balanced solution, i.e., that will best satisfy the immediate needs, facilitate subsequent modification, and conserve machine time. Monitors and optimizes database performance, tunes database operations, and generates complex queries and reports. Recommends modifications to database design to maintain/improve network performance and ensure design is adequately documented. Ensures the rigorous application of information security/information assurance policies, principles and practices, and accuracy and accessibility of data sources. Provides direction and support to the staff in the development and implementation of database systems; and assists technical staff in the establishment of appropriate database instances and server development in support of agency's database requirements. Defines and allocates storage capacity in the design of data management systems; develops data dictionaries, data models, metadata repositories, and other data management tools. Ensures the development and maintenance of databases to support Web site content, graphics, and interactive functionality consistent with identified requirements of target technical customer groups. Writes and maintains technical specifications, and develops and maintains plans outlining steps and timetables for program development. Participates in the development of alternative approaches to solving and developing strategies for database management from a broad base of professional, business, and public groups. Keeps abreast of current trends regarding all aspects of database management and of the latest concepts, developments, approaches, and solutions to effective agency data management; and, provides data environment that ensures availability, reliability, maintainability, and recoverability of the agency's databases. Performs other related duties as assigned.

Qualifications and Education

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

BA/BS degree is desirable. Graduate degree in fields such as business or project management is preferred.

Duration of Appointment: Educational Service-At-Will employment applies to the Educational Service. All positions and appointments in the Educational Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
