LOCATION: 4305 East 21st Ave., Tampa, FL 33605

PAY RATE: $55,458.00 - $64,250.40

POSITION PURPOSE:

The Training Specialist plans, conducts, and administers programs that train HART employees and improve their skills and knowledge, specializing in the training of Operations employees, including operators and controllers. Additionally, this position assists in the coordination of safety related activities for Agency facilities and provides technical and administrative support to the Learning and Development Department.

ESSENTIAL JOB FUNCTIONS

  • Provides in depth transportation training and re-training programs for new and current vehicle operators and other Operations personnel. Uses a variety of instructional techniques to engage all learning styles. Conducts advanced defensive driving training for employees requiring contractually mandated refresher training; performs annual Vehicle Operator and refresher training. Performs on-board Vehicle Operator evaluations.
  • Develops and maintains specialized online learning modules, training manuals, and course materials. Reviews training materials from a variety of sources and recommends appropriate materials. Maintains and distributes training manuals and instructional materials for all Operations employees. Ensures all training is compliance with Federal, State and local regulations.
  • Evaluates and assesses training needs through surveys, interviews with employees, and/or consultations with managers or departments.
  • Monitors costs, schedule classes, sets up systems and equipment, and coordinates class enrollment. Maintains training files and records; ensures consistent quality control. Processes payroll for students and employees receiving training.

MARGINAL FUNCTIONS:

  • Performs other work-related duties as assigned.

REQUIREMENTS:

Education and Experience:

  • Bachelor's Degree in a related field and three (3) years of related experience in training and development for adult learners. Additional experience may substitute for education on a year-to-year basis.
  • Preferred: Two (2) years of experience as a Streetcar Motorman, Professional Operator, Operations Training Specialist, Transit Supervisor or related field with at least one (1) year of Commercial Driving experience in a Public Transit environment. Previous experience developing training for adult learners. Experience with Learning Management System administration.
  • Or an equivalent combination of related experience, training, and education necessary to perform successfully in the role.

Machines, Tools, & Equipment Used:

  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.
  • Proficient in Microsoft Suite products such as Excel, PPT, Word, Outlook, Visio.

Licenses/Certifications:

  • Florida Driver's License; must obtain Florida Commercial Driver’s License (CDL) Class (B) with “P” (Passenger) endorsement within the first 90 days of employment.
  • First Aid, CPR, AED, Customer Relations and ADA Sensitivity Training.
  • TSI Class completion and Certificates in the following areas preferred:
  • Fundamentals of Bus Collision Investigation
  • Transit Bus System Safety
  • Instructors/Bus/Para Operations
  • Safety Security Emergency Management
  • Certified Operator Instructor

QUALIFICATIONS:

Knowledge, Skills and Abilities:

  • Ability to effectively communicate instructions using verbal/non-verbal forms, which will include written forms of communication.
  • Ability to meet deadlines by prioritizing and organizing plans by established deadlines.
  • Ability to work under stress and interruptions without compromising safety.
  • Ability to interact positively with a variety of personalities internally and externally.
  • Ability to identify and correct unsatisfactory behavior and develop methodologies for correction.
  • Ability to fully operate machinery, tools, and equipment required for use. Must be able to transfer these skills and abilities to trainees or designated personnel.
  • Ability to maintain strict confidentiality.
  • Ability to follow established safety and security system.
  • Stay up to date with DOT regulations and requirements.
  • Perform onboard evaluations.
  • HART rules, policies, and procedures governing Bargaining/Non-bargaining employees, including labor agreements.
  • Training techniques and presentation skills.
  • Applicable equipment and software.
  • Current and applicable governmental laws and regulations that pertain to safety and security.
  • Standard office practices, procedures and equipment.

Physical Demands/Work Environment:

  • Work is performed in a standard office environment. Incumbent may sometimes be in an outdoor, street, community, or shop environment.
  • Ability to hear, see, speak, and perceive color, depth and texture.
  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds.
  • May be exposed to potentially intimidating and/or unreceptive members of the public; may occasionally be exposed to extreme noise and physical harm or fumes and airborne particles.
