Job Description and Duties

The Accounting Administrator (AA) I (Specialist) designs and delivers training for FI$Cal system users. This role provides expert guidanceon accounting modules, leads training sessions, and ensures users understand system processes. The AA I (Specialist) works withdepartments and IT teams to develop materials, document processes, and improve training methods to support system updates andorganizational goals.

Please note that to be list appointed for placement in the Accounting Administrator I (Specialist) classification, you must take and pass theexamination.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’smonthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and willaccrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s)included on this job posting do not reflect the reduction in pay.

Working Conditions

At FI$Cal, we are compliant with the Governor's Executive Order, N-22-25, with a default minimum of four in-person days per work week. In-office attendance is mandatory on designated days and is subject to change. Our office is located at 2000 Evergreen Street, Sacramento, California 95815. Candidates residing outside of California are welcome to interview, but proof of California residency is required before appointment. Please note, relocation and commute expenses are the responsibility of the employee.

This position requires prolonged sitting in an office-setting environment with the use of a personal computer. Department Information

Our department develops, maintains and operates FI$Cal, the statewide financial system. The FI$Cal system modernized how the state of California manages its finances and is one of the largest and most dynamic IT and business-transformation undertakings in California’s history. It eliminates the need for hundreds of independent legacy systems by combining the state’s accounting, budgeting, cash management, and procurement operations into a single financial-management system.

Our mission is to operate the statewide financial system to enable California to perform budgeting, procurement, cash management and accounting functions transparently and efficiently.

Our vision is to provide world-class customer service, innovative solutions and efficient system operations as a trusted partner.

Our department has four Divisions: Administrative Services, Business Operation & Solutions, Information Technology and Executive.

This position is located in the Business Operation & Solutions Division (BOSD), whose central mission is to ensure the effective delivery and positive reception of the FI$Cal solution. BOSD continues to provide effective support services, both onsite and remotely, to departmental stakeholders as it has in the past. BOSD also works closely with Partner Agencies to support month-end and year-end close.

  • The position requires a Background Investigation to be cleared prior to being hired.
  • The incumbent will use tact and interpersonal skills to develop constructive and cooperative working relationships with others, e.g., stakeholders, customers, management, peers, etc., to facilitate communication to improve the work environment and increase productivity.
  • This position requires the ability to work under pressure to meet deadlines.
  • The incumbent is expected to perform functions and duties under the guidance of the Department of FISCal’s core values.
  • The incumbent provides back-up, as necessary, to ensure continuity of departmental activities.
Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience with the Financial Information System for California (FI$Cal)
  • State or governmental accounting experience
  • Experience with cash management, labor distribution, or bond accounting
  • Experience delivering training content or presenting information
  • Experience developing, reviewing, revising, maintaining, and updating various types of documentation/learning materials (e.g., job/desk aids, manuals, presentations, learning content, etc.)
  • Ability to communicate clearly, concisely, and accurately both verbally and in writing
  • Ability to research, analyze data, source documents, and arrive at sound conclusions and appropriate actions
  • Ability to work well independently and as part of a team
