  • Total qualifying requirement is 5 years when combining education/training and work experience.

Responsibilities

  • Manages traffic operations for signals integrated into the TMC.
  • Implements SOPs in response to events such as failures, incidents, or construction.
  • Works with Traffic Engineers to refine SOPs and gather implementation feedback.
  • Provides real-time traffic signal operation for large events nights/weekends.
  • Collaborates with Police and event staff to review/adjust special event traffic.
  • Assists ITS Technology Manager with integration of new ITS equipment into the TMC.
  • TMC software includes QFree Kinetic Mobility, Maxtime, Miovision One and CCTV.
  • Programs timing plans based on predetermined plans or traffic anomalies.
  • Performs field repairs of fiber, network switches, and signal controllers.
  • Monitors the traffic signal network daily and reports outages.

Qualifying Requirements


  • WORK EXPERIENCE: The application must clearly show three (3) years of full-time professional experience in traffic signal maintenance, traffic signal systems management, transportation operations, as an electrician, in communications, or in a related field.

  • EDUCATION/TRAINING: The application must clearly show an Associate's Degree and/or vocational certification in Electronics/Electrical, Mechatronics, or Electrical Engineering.

  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position, based on the sum of work experience and education/training listed above. The Total Qualifying Requirement is five (5) years.



Position Duties


  • Manages traffic operations for signals integrated into the TMC by monitoring the information and data provided by the system in order to achieve the City’s goals and objectives.

  • Implements or directs the implementation of standard operating procedures (SOP’s) in response to events such as equipment or communications failures, traffic incidents, roadway construction, weather, or sudden surges in traffic.

  • Works closely with Traffic Engineers to determine needs for new SOP’s and suggest refinements to SOP’s by providing feedback and information on SOP Implementation Outcomes.

  • Works occasional nights or weekends to provide real-time traffic signal operation and management for large special events in the City of Pittsburgh.

  • Collaborates with Pittsburgh Bureau of Police and special events staff at Acrisure Stadium, PNC Park, PPG Paints Arena, or other large event facilities to review and improve existing special event traffic signal operations.

  • Assists the ITS Technology Manager with integration of new traffic signals, CCTV cameras, or other ITS equipment into the TMC software and hardware.

  • TMC software will include, but not be limited to, the QFree Kinetic Mobility (ATMS), QFree Maxtime, Miovision One, video wall and its software, CCTV cameras and related software or custom applications developed for Smart Pittsburgh (SmartPGH).

  • Programs traffic signal timing plans and patterns, either based on pre-determined plans or in response to traffic anomalies, which may include special events, unplanned traffic incidents, or maintenance and protection of traffic plans associated with infrastructure projects. Traffic conditions may be assessed via usage of CCTV or through field visits.

  • Assists ITS Technology Manager with field repairs of communication (fiber, radio, network switches) or traffic signal controller equipment. Field repairs are completed under live traffic conditions using standard Maintenance and Protection of Traffic equipment and techniques.

  • Assists ITS Technology Manager with periodic software updates for traffic signal controllers and related components.

  • Monitors the existing traffic signal communication network on a daily basis. Reports outages to ITS Technology Manager or I&P.

  • Maintains ongoing coordination/communication with internal and external stakeholders

  • Coordinates closely with the ITS Technology Manager to request service for traffic equipment or communications needs.

  • Assesses inbound calls or 311 tickets for all traffic signals on the existing fiberoptic or cellular networks. Routes or completes these tickets based on the nature of the request. This may include:

  • Directing Traffic Signal Shop to complete physical traffic signal repairs

  • Directing Traffic Engineering team or complete traffic engineering reviews based on the nature of the request

  • Supervises 1-2 Traffic Management Center Operators.

  • Attends meetings as assigned, including but not limited to staff meetings.

  • Performs other related tasks and duties as assigned or required.
