Job description

Essential duties include the inspection, repair, and maintenance of all related HRT track infrastructure. Provides track maintenance and inspection activities that comply with the safety requirements prescribed in the US Department of Transportation (DOT) and Hampton Roads Transit rules and practices. Aids in the provision of Right of Way protection by establishing safe work zones and providing the proper flagging to employees and On Track Equipment.

Essential Job Functions:

  • Perform maintenance projects within schedule and budget utilizing work windows allowed by operating considerations. Report delays and problems promptly, taking appropriate action to maintain effective coordination of activities.
  • Comply with all applicable policies and rules. Recommend safety procedures and standard practices to ensure maintenance activities precede safely and efficiently.
  • Adheres to the highest quality standards while meeting original equipment manufacturers requirement in the performance of all job responsibilities.
  • Prepares safe work zones and provides flagging along the HRT alignment for work crews working on the Light Rail Right of Way.
  • Performs inspections of tracks and related drainage structures, paving, utilities, bridges, underpasses, and other elements related to maintaining safe operating right of way. Submits verbal and written reports of inspection findings to the Manager, Maintenance of Way.
  • Perform weed abatement, tree branch and bush trimming, cutting grass and landscaping along the LRT Right of Way and Wayside.
  • Communicates effectively with the Manager, Maintenance of Way the results of track inspection, track maintenance activities, and other relative information and to other Hampton Roads Transit personnel as necessary.
  • Identify and correct imminent safety hazards for Hampton Roads Transit total rail system. Investigates, analyzes, and makes recommendations for correcting potential safety problems.
  • Provide emergency service as needed to maintain safe, reliable, and efficient LRT service.
  • Ensure that services are performed on schedule.
  • Ensure that daily, accurate records are maintained, and a detailed account of the specific work functions accomplished.
  • Operate On Track Equipment and other maintenance equipment as required for training and maintenance activities.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
  • Other duties as assigned.

Required Knowledge, Abilities and Skills essential to Job Functions:

  • Ability to analyze malfunctions in mechanical, pneumatic, hydraulic equipment and determine repair and perform track fabrication and assembly.
  • Ability to operate on-track equipment such as bucket trucks, crane trucks, and the like.
  • Knowledge of basic math.
  • Ability to maintain accurate maintenance records.
  • Ability to complete track and facility maintenance and inspection.
  • Ability to establish and maintain good working relationships.
  • Ability to work effectively in a team.
  • Must meet established Hampton Roads Transit goals and work standards.
  • Knowledge of and experience with track maintenance safety practices as they pertain to rail transportation.
  • Knowledge of pneumatic and hydraulic systems, testing and inspections methods, and tools for track maintenance.

Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Sound understanding of safety precautions. Knowledge of systems and tools needed to perform a procedure. Demonstrated ability to find the cause of mechanical errors and good resolution judgment. Proven ability to detect problems and perform troubleshooting procedures.

Software applications:

Email, Internet, Microsoft Word, HRT’s Enterprise Asset Management (EAM) software for maintenance, and HRT’s Enterprise Resource Planning (ERP) software for finance.

Safety Responsibility:

Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures and policies. Take an active part in reporting unsafe conditions and any hazards within the workplace to their Supervisor, Manager and/or the Safety Department.

Training and/or Education:

High school graduation or equivalent.

Preferred Experience:

Two (2) years of experience as railroad maintenance of way laborer including experience operating hi-rail and crane equipment. A combination of training, education, and experience that is equivalent to the criterion listed above and satisfies the knowledge, skills, and abilities requirements will also be considered. Experience conducting minor repairs to electrical and mechanical shop equipment.

License:

Must have CDL Class B license and/or CDL permit and the ability to acquire within sixty (60) days of employment a valid Virginia CDL Class B license with air brake and passenger endorsements.

Special Requirements:

  • Ability to pass Rail Operations Rule Book examination, physical agility examination, and successfully complete Rail Track Equipment Training/Certification Program.
  • Must meet ongoing educational, training and DOT requirements and maintain On Track Equipment Certification.
  • Ability to pass DOT physical examination.
  • This position is classified as essential personnel.

  • Ability to work in all outdoor weather conditions.
