Job summary

Inovalon is seeking a Senior Manager, Third-Party Data Governance to build and lead the data governance program for external data licenses. You will start hands-on and grow a team to ensure compliant, audit-ready data across commercial, government, and partner engagements.

You will translate licenses into data rights controls, partner with Legal, Privacy, and Procurement, and define KPIs to measure program maturity and value.

Qualifications

• 10+ years in healthcare data, data governance, data licensing, privacy, compliance, contracting, or related discipline.
• 3+ years of people leadership.
• Bachelor's degree in a health informatics, information systems, CS, healthcare administration, or related field; or equivalent.
• Proven experience building governance or compliance programs and teams.
• Experience operationalizing data license terms into controls and processes.
• Deep knowledge of HIPAA, de-identification standards, and healthcare data regulations.
• Familiarity with claims, clinical/EHR, lab, eligibility, and real-world data.
• Ability to work East Coast hours.
• Ability to grow analysts into practitioners while aligning with Legal, Privacy, Procurement, and business leaders.
• Balances hands-on program work with leadership as priorities shift.

Responsibilities

• Build, lead, and develop a team of third-party data governance professionals.
• Set vision and processes for centralized inventory of inbound/outbound data assets.
• Translate licenses and data use terms into data rights management solutions.
• Partner with Legal, Privacy, and Procurement on terms during negotiation and renewals.
• Govern data intake and release to clients and partners in line with rights and de-identification standards.
• Monitor usage against licensed allowances and maintain audit-ready controls and docs.
• Assess acquisitions/renewals for provenance and licensing, flag overlaps.
• Define and report KPIs to measure program effectiveness and maturity.
