Job summary

Inovalon, Inc. is seeking an Associate General Counsel to provide strategic regulatory and commercial counsel in a hybrid healthcare setting. The role covers HIPAA compliance, data privacy, Medicare/Medicaid matters, and broad contracting work across health plans, providers, and life sciences.

You will collaborate with senior leaders to navigate AI governance, data strategy, and regulatory risk across the sales cycle, ensuring compliance and practical contract solutions.

Qualifications

• Minimum 12 years legal experience with healthcare focus.
• Experience with healthcare regulatory and transactional matters.
• Knowledge of HIPAA, BAAs and de-identification of health data.
• Familiarity with CMS programs, risk adjustment and quality measurement.
• Experience with commercial contracting including drafting and negotiation.
• Ability to communicate complex legal topics to executives
• Ability to operate in a matrixed environment
• Team player with willingness to contribute across functions

Responsibilities

• Provide legal and strategic advice on healthcare regulatory compliance and commercial contracts.
• Advise on Anti-Kickback Statute, False Claims Act and related laws.
• Draft and negotiate complex commercial agreements and resolve issues.
• Advise on go-to-market strategies while managing regulatory risk.
• Support products and services for Medicare Advantage and Medicaid risk adjustment.
• Oversee HIPAA, HITECH, BAAs and data-use agreements.
• Review privacy aspects of vendor and customer contracts.
• Advise on de-identification, data sets and data-linking arrangements.
• Guide on EHR interoperability, provider engagement and information blocking.
• Support AI governance, model and data rights, and related regulation.
