Job summary

The Office of Financial Management (OFM) in Washington state seeks two Test Phase Leads to guide testing for a statewide ERP implementation. You will coordinate testing across finance, procurement, HR, and reporting, ensuring systems operate as intended before go-live.

Please note: The starting salary offer will be determined based on the successful candidates’ qualifications within the budgeted salary range of $131,000 - $145,000 annually. However, there is the potential for longevity, growth, and salary progression for the individual once employed.

The job opportunity

We are seeking two Test Phase Leads to guide testing activities within a complex, statewide Enterprise Resource Planning (ERP) implementation. These leaders will coordinate testing across integrated finance, procurement, human capital, reporting, and other business functions to ensure that systems and end-to-end business processes operate as intended across multiple systems and agencies before go-live. One position will oversee the End-to-End (E2E) Testing phase, while the other will lead the Individual System Testing (IST) and Multi-System Testing (MST) phases. In both roles, the Test Phase Leads will plan, coordinate, and execute testing activities across technical environments, organizational boundaries, and interconnected business processes. They will manage dependencies and risks, recognize differences in agency readiness, assess data availability, monitor changes in system configuration, and account for variations in environmental stability.

Throughout the testing lifecycle, these leaders will identify and address defects, process issues, data concerns, integration failures, and other risks while operating within established testing governance, standards, and methodologies. They will collaborate closely with fellow Test Phase Leads, technical teams, business representatives, and program leadership to resolve issues, manage cross-system dependencies, and elevate concerns as needed. Ultimately, these positions play a critical role in ensuring that testing produces accurate, meaningful results that align with the enterprise testing strategy, support the testing schedule, and reinforce overall program readiness objectives.

One Washington (OneWA), led by the Office of Financial Management, is an enterprise-wide transformation project focused on replacing 1960s-era technology with a cloud-based Workday solution for finance, procurement, budget, HR, and payroll processes. OneWA is a long-term, yet extremely fast-paced project anticipated to fully implement all phases by 2030. The project’s core business hours are Monday through Friday, and all project positions are full-time. We offer some flexibility in schedules oriented around core business hours with prior supervisory approval. However, it is very common to work beyond the typical 40-hour workweek to meet the rigorous operational needs and business deliverables required for the go-live timelines.

What you’ll work on:
  • Plans and executes the testing phase, including development of integrated business scenarios that validate complete enterprise business processes across multiple systems, agencies, and downstream applications.
  • Ensures comprehensive test coverage across end-to-end business flows, including finance, procurement, human capital, integrations, reporting, and data exchanges, validating that processes function correctly across system boundaries.
  • Coordinates and directs matrixed testing resources across agencies and functional teams, ensuring testers, subject matter experts, and technical resources are aligned to execute testing cycles within defined schedules and readiness windows.
  • Manages testing logistics and dependencies, including coordination of environments, test data, scheduling, automation support, and release readiness in collaboration with technical and testing support teams.
  • Assesses testing outcomes and provides readiness inputs to program leadership, including identification of defects, coverage gaps, and overall system readiness to support go-live decision-making.

Desired Qualifications:
Enterprise Testing and Implementation
  • Knowledge of enterprise testing strategies, end-to-end validation approaches, and implementation practices within large-scale ERP or enterprise technology environments.
  • Experience supporting or leading End-to-End (E2E) testing, systems integration testing, or enterprise-wide testing activities involving multiple business functions, applications, and stakeholder groups.
Testing and Release Practices
  • Knowledge of structured testing methodologies, test lifecycle management, release management, and implementation coordination practices.
  • Experience applying testing frameworks, test management tools, defect tracking processes, or release coordination activities to support enterprise system implementations.
Enterprise Application Knowledge
  • Knowledge of integrated enterprise resource planning (ERP) platforms and the business processes they support.
  • Experience working with Workday, SAP, Oracle, or comparable enterprise systems in support of testing, implementation, system modernization, or operational readiness activities.
Implementation Readiness
  • Knowledge of implementation readiness, organizational readiness, and deployment planning principles.
  • Experience supporting go-live readiness activities, enterprise system deployments, or large-scale modernization initiatives, including coordination of cross-functional readiness efforts and implementation milestones.
Education and Professional Certifications
  • Professional certification such as ISTQB, PMP, Certified ScrumMaster (CSM), Prosci Change Management, or comparable credentials; equivalent education, training, or demonstrated experience will also be considered.
Public Sector Operations
  • Knowledge of public sector governance, organizational structures, and cross-agency collaboration within complex governmental environments.
  • Experience working in state government or other large public-sector organizations with multiple agencies, business units, or stakeholder groups supporting enterprise initiatives.
