Job summary

The Office of Financial Management (OFM) in Washington State is seeking three Senior Applications Developers to design, develop, and implement statewide enterprise applications and data integration solutions that support mission‑critical business functions across Washington State.

These positions lead the development of scalable, reusable, and extensible solutions that connect applications, data, platforms, and technologies across agencies.

Qualifications

  • Experience designing complex enterprise applications and data integration across platforms.

Job description

We are seeking three Senior Applications Developers to serve as technical authorities in designing, developing, and implementing statewide enterprise applications and data integration solutions that support mission‑critical business functions across Washington State. These positions lead the development of scalable, reusable, and extensible solutions that connect applications, data, platforms, and technologies across agencies. The Senior Applications Developers provide advanced technical expertise in solving complex integration and data pipeline challenges and develop strategies and roadmaps for application and data integration. Solutions support critical enterprise functions, including financial management, budgeting, human resources, legislative operations, and asset management, as well as systems such as AFRS, HRMS, CAMS, and One Washington.

These positions design, code, configure, implement, and support complex integration solutions, including near‑real‑time messaging and data exchange and core integrations supporting the Workday implementation, Workday error reporting, Enterprise Data Warehouse, upload tools, and other enterprise integration needs. Using technologies such as Snowflake and other advanced development and integration tools, the Senior Applications Developers collaborate with technical teams and business partners to develop reliable, sustainable solutions and resolve complex enterprise challenges. These positions also contribute to statewide integration standards and provide technical guidance and mentoring to other developers, helping advance consistent and effective application development and integration practices across OFM and state agencies.

What you’ll work on:
  • Design application and near‑real‑time data integration solutions; integrating state enterprise mission‑critical applications data, such as AFRS, HRMS, and data warehouses, between each other and with applications maintained by other state agencies.
  • Develop code to integrate data between disparate applications built on different platforms and technologies and build integration workflows using Informatica PowerCenter.
  • Write and maintain code in multiple languages for web services (SOAP and REST) and APIs, allowing other agencies’ systems to access statewide data stores, utilizing knowledge of XML, WSDLs, XSDs, and JSON.
  • Consume web services and APIs exposed by various vendors/SAAS solutions to integrate enterprise data.
  • Translate application requirements into functioning code for application integration; determines and designs data integration application architecture.
  • Build web service definition language (WSDL) documents to define the request and response of the web service.
  • Write and maintain code documentation and technical specifications.
  • Apply standardized release management procedures to plan, schedule, test, and implement deployments of data and application integration solutions through lower environments and to plan, schedule, and validate administrators’ deployments to production environments, including facilitation through the agency’s change management system (ServiceNow).
  • Design and implement statewide Enterprise Data Warehouse ETL processes, as the designated lead for current and emerging enterprise system data movement solutions and development of ETL services.
  • Design and develop complex Extract, Transform, and Load (ETL) to support Enterprise Data Warehouses and data marts, which would be easily consumable by the self‑service Data Analytics tools. Development tools can include, but are not limited to, Informatica and SSIS.
  • Perform ongoing maintenance and support of the agency’s enterprise integration solutions.
  • Perform in‑depth code and quality assurance reviews for both new application integration solutions and enhancements to existing solutions.
  • Conduct real‑time root cause analysis in response to production issues, applying application coding and troubleshooting skills and experience in various tools and disciplines, including SQL, database systems, data integration, web services, SAP, and VSAM (mainframe).
  • Monitor production application data exchanges and ensure the timely delivery of data, files, and messages.
  • Analyze and document existing and proposed application integration standards, best practices, integration definitions, and business rules.
  • Assist customers with integrations, complex problem resolution, and architecture.
  • Assist in time‑critical production failure resolution.
  • Analyze and resolve complex application integration problems.
  • Determine and recommend overall design for application integration solutions.
  • Research and explore innovative options to establish integration standards for data and application templates and processes.
What we need you to bring: Required Qualifications:
  • Demonstrated experience designing complex enterprise applications and data integration solutions across disparate platforms, applications, databases, and organizational environments, including near‑real‑time and batch integration patterns.
  • Demonstrated advanced experience developing complex ETL and data integration solutions supporting enterprise data warehouses, data marts, and operational systems using technologies such as Informatica and/or SQL Server Integration Services (SSIS).
  • Demonstrated experience developing and integrating SOAP and REST web services and APIs, with working knowledge of XML, JSON, WSDL, XSD, and related integration/interface standards.
  • Demonstrated proficiency in SQL and database programming, along with experience using scripting/programming languages such as Python, VBScript, and/or batch scripting to develop, automate, and orchestrate application and data integration solutions.
  • Demonstrated ability to troubleshoot and resolve complex application and data integration problems, perform root‑cause analysis, conduct code and quality assurance reviews, optimize integration solutions, and support mission‑critical production environments.
  • Demonstrated experience applying SDLC, source control, testing, release/change management, technical documentation, and deployment practices, combined with the ability to provide technical consultation, establish integration standards, and collaborate with technical teams, project teams, and customers.
  • The ability to take action to learn and grow.

Desired Qualifications:
  • Five (5) years developing solutions in a Middleware environment (Informatica, MQ).
  • Experience in engineering complex data and application integration solutions for enterprise systems.
  • Experience in enterprise systems, integration technologies, and methods.
