Job description

Test Engineer (TE) – Skill Level 2

Wyetech is seeking an experienced Test Engineer (TE2) to support the planning, coordination, execution, analysis, and oversight of Test and Evaluation (T&E) activities for mission-critical government systems and programs.

The Test Engineer will analyze system requirements, Concepts of Operations (CONOPS), acquisition plans, and technical system descriptions to develop comprehensive test plans, evaluation procedures, and performance assessment methodologies. This position requires experience conducting structured test and evaluation activities, analyzing technical performance data, identifying operational risks, and preparing accurate technical documentation.

In addition to performing core test engineering functions, the Level 2 Test Engineer will provide technical direction and guidance to junior Test Engineers, review test plans and reports, coordinate directly with Government sponsors, and ensure that evaluation activities comply with applicable agency, national, and international standards.

The ideal candidate will possess strong analytical and technical leadership skills, experience supporting complex test programs, and the ability to coordinate multidisciplinary engineering teams while delivering reliable and defensible evaluation results.

Required Skills/Experience:

  • Active TS/SCI clearance with Full Scope Polygraph.

  • Demonstrated experience supporting Test and Evaluation activities for programs and contracts of similar scope, type, and complexity.

  • Experience analyzing system requirements, Concepts of Operations, acquisition plans, and technical documentation to establish test objectives and evaluation requirements.

  • Experience developing, reviewing, and executing test plans, evaluation procedures, and performance assessment methodologies.

  • Experience planning and coordinating test events, technical evaluations, and system performance assessments.

  • Experience collecting, validating, analyzing, and reporting technical and operational performance data.

  • Knowledge of Test and Evaluation methodologies, including inspection, demonstration, analytical evaluation, simulation, surveys, and physical testing.

  • Experience assessing operational effectiveness, system suitability, technical performance, and compliance with established requirements.

  • Experience applying statistical analysis and quantitative evaluation techniques to characterize system performance and evaluate test results.

  • Familiarity with Modeling and Simulation (M&S) methodologies and their application to system testing and evaluation.

  • Experience identifying performance risks, assessing testability, and developing risk-informed evaluation strategies.

  • Experience supporting test readiness activities, including equipment preparation, instrumentation coordination, participant readiness, and procedural verification.

  • Experience preparing and reviewing technical documentation, including evaluation plans, analysis plans, test procedures, test reports, and technical briefings.

  • Experience coordinating with systems engineering teams, Government stakeholders, test organizations, and Integrated Test Teams.

  • Ability to provide technical direction, guidance, and oversight to junior Test Engineers.

  • Experience reviewing technical deliverables for accuracy, completeness, compliance, and readiness for leadership approval.

  • Ability to communicate directly with Government sponsors to coordinate technical requirements, schedules, testing activities, and program objectives.

  • Knowledge of applicable agency, national, and international engineering and testing standards.

  • Strong analytical, organizational, technical writing, communication, and problem-solving skills.

  • Ability to work independently, coordinate technical activities, and collaborate effectively within multidisciplinary engineering teams.

Responsibilities and Capabilities:

Test and Evaluation Planning

  • Analyze system requirements, Concepts of Operations, acquisition plans, and technical system descriptions to establish test objectives, evaluation criteria, and testing methodologies.

  • Develop, review, and coordinate comprehensive test and evaluation plans, procedures, schedules, and performance assessment strategies.

  • Assess operational and system performance requirements for testability, criticality, and relevance to mission objectives.

  • Prioritize test objectives based on operational needs, system performance requirements, program milestones, and identified technical risks.

  • Review acquisition approaches and development schedules to ensure test activities align with Government decision points and program objectives.

  • Coordinate with Systems Engineering personnel to evaluate functional analyses, system descriptions, interface dependencies, performance parameters, and technical requirements.

  • Assess operational environments, mission scenarios, and user priorities to identify appropriate evaluation conditions and testing scenarios.

  • Analyze performance risk areas to inform risk-based test planning and evaluation priorities.

  • Participate in Test and Evaluation Working-level Integrated Product Teams (WIPTs) and Integrated Test Teams to coordinate evaluation strategies and technical requirements.

  • Develop evaluation frameworks that establish performance metrics, operational scenarios, requirements traceability, testing timelines, and analysis objectives.

Performance Analysis and Evaluation

  • Plan and execute performance analysis activities to assess system effectiveness, operational suitability, and compliance with established technical requirements.

  • Develop risk-tailored evaluation methodologies appropriate to system maturity, operational conditions, and program requirements.

  • Support performance evaluation through inspection, demonstration, paper analysis, surveys, simulation, and physical testing.

  • Apply statistical analysis techniques to evaluate performance variations, characterize system behavior, and assess confidence in performance estimates.

  • Select, develop, and utilize analytical tools to evaluate system performance and test results.

  • Support the development, validation, and adaptation of Modeling and Simulation tools for evaluation activities.

  • Design and administer surveys to collect Subject Matter Expert (SME) input and user assessments of system performance.

  • Analyze collected test data to identify performance trends, technical deficiencies, operational limitations, and opportunities for improvement.

  • Execute evaluation plans using collected test data and provide objective assessments of system capabilities and performance.

  • Prepare evaluation reports, analysis summaries, technical findings, and risk assessments based on test results.

Test Execution and Data Collection

  • Plan and coordinate program-level and event-level testing activities to collect data required for system performance analysis and evaluation.

  • Develop data collection plans and sampling methodologies that balance evaluation objectives, available resources, and testing uncertainties.

  • Identify, select, coordinate, and calibrate test instrumentation, measurement tools, data collection systems, targets, and test facilities.

  • Coordinate test preparation activities to ensure equipment readiness, system availability, participant training, and procedural compliance.

  • Support test readiness assessments to verify that required resources, documentation, personnel, and technical systems are prepared for execution.

  • Ensure testing activities comply with applicable security, legal, privacy, and operational requirements.
