The Test Engineer analyzes system requirements, concept of operations documents, acquisition plans, and system descriptions to develop evaluation and test plans and procedures. Responsibilities include preparing for and conducting data collection and analysis, reporting on status and results, and supporting the development of government test and evaluation documentation such as the T&E Strategy, Test & Evaluation Master Plan, Event Test Plans, and T&E Reports. The role involves working with other test organizations to support T&E program integration and providing specialized capabilities tailored to system functions, level, maturity, and performance areas.

Description:

• Conduct research and apply knowledge of government T&E concepts, engineering, acquisition, and operations to support T&E activities.
• Plan and execute performance analysis.
• Review planned acquisition approaches to support T&E schedule alignment with decision-maker needs.
• Analyze performance risk areas to focus T&E planning.
• Specify, validate, and adapt modeling and simulation for T&E use.
• Apply statistical analysis to characterize confidence in performance estimates.
• Select, develop, and use analysis tools.
• Execute evaluation plans based on collected data.
• Plan and execute performance data collection, ensuring synchronization with decision points.
• Establish data and configuration management capabilities.
• Support data authentication and comply with discrepancy reporting criteria.
• Assess operational and system performance requirements for testability and criticality.
• Coordinate with systems engineering to leverage functional analysis and system descriptions.
• Assess operational environments and priorities for evaluation and scenario selection.
• Plan risk-tailored performance estimation and analysis of system and operational effectiveness and suitability.
• Design surveys for SME input and user assessments.
• Participate in T&E working groups for coordination of evaluation plans.
• Produce evaluation plans, analysis plans, data requirements, risk assessments, and evaluation reports.
• Design data sampling schemes and calibrate instrumentation and data management tools.
• Ensure test readiness, including training, equipment readiness, and compliance arrangements.
• Coordinate data collection plans and execute testing activities.
• Produce test plans, procedures, reports, and data management plans.
• Work directly with government sponsors to implement tasks.
• Maintain knowledge of current standards applicable to system development.

Qualifications:

Minimum of five (5) years’ experience as a Test Engineer in programs of similar scope, type, and complexity. A bachelor’s degree in Math, Science, Engineering, Statistics, Engineering Management, or a related discipline from an accredited college or university is required. Four (4) additional years of T&E experience may substitute for a bachelor’s degree.
