Job summary

Responsibilities

  • Direct daily activities of terminal and transloading staff.
  • Coordinate safe transfer of chemical, liquid, dry-bulk, and related products.
  • Ensure procedures for loading, unloading, grounding, bonding, sampling, and securement are followed.
  • Maintain compliance with company, customer, OSHA, EPA, FRA, DOT, and site requirements.
  • Conduct safety meetings, inspections, and employee training.
  • Monitor product quality, transfer accuracy, and contamination-prevention practices.
  • Inspect and maintain hoses, pumps, valves, and transfer equipment.
  • Respond to spills, leaks, and equipment failures per procedures.
  • Manage staffing, scheduling, attendance, and performance.
  • Maintain transfer logs, manifests, and training records.
  • Monitor operating expenses and support budget and profit objectives.
  • Communicate with customers, drivers, railroad reps, vendors, and leadership.

Terminal Manager – Chemical Transloading Operations

Location: Baltimore, MD
Starting Salary: $72,000 annually, negotiable based on experience

Lead Safe, Efficient Terminal Operations

Road & Rail Services is seeking an experienced Terminal Manager to oversee daily transloading operations in Baltimore, Maryland. This position is well suited for a hands-on leader with experience in chemical handling, chemical manufacturing, bulk liquid operations, industrial production, rail terminals, or a related field.

The Terminal Manager is responsible for the safety, productivity, and financial performance of the facility. You will lead terminal employees while ensuring products are transferred safely and accurately between railcars, tanker trucks, and other approved storage or transportation equipment.

This is an active operations position-not a strictly office-based management role. The successful candidate must be comfortable working outdoors, inspecting the facility, coaching employees in the field, responding to operational issues, and assisting the team when necessary.

Key Responsibilities
  • Direct the daily activities of terminal and transloading employees
  • Coordinate the safe transfer of chemical, liquid, dry-bulk, food-grade, and other customer products
  • Ensure employees follow product-specific loading, unloading, grounding, bonding, sampling, and securement procedures
  • Maintain compliance with company, customer, OSHA, EPA, FRA, DOT, and site-specific requirements
  • Conduct safety meetings, job briefings, facility inspections, and employee training
  • Confirm proper use of personal protective equipment and chemical-handling procedures
  • Monitor product quality, transfer accuracy, seal controls, and contamination-prevention practices
  • Ensure hoses, pumps, valves, fittings, containment systems, and transfer equipment are inspected and maintained
  • Respond to spills, leaks, equipment failures, and other operational concerns according to established procedures
  • Manage staffing, scheduling, attendance, productivity, and employee performance
  • Maintain accurate transfer logs, manifests, inspection reports, training records, and customer documentation
  • Monitor operating expenses and support budget and profit-and-loss objectives
  • Communicate regularly with customers, drivers, railroad representatives, vendors, and company leadership
  • Investigate safety, quality, and service issues and implement corrective actionsSupport physical terminal work and transloading activities when operationally necessary
Qualifications
  • At least two years of management or supervisory experience
  • Experience managing budgets, operating expenses, or P&L performance
  • Strong knowledge of workplace safety and industrial operating procedures
  • Ability to lead employees, enforce standards, and make timely operational decisions
  • Strong communication, organization, and problem-solving skills
  • Ability to work flexible hours when required by terminal or customer needs
  • Comfortable working outdoors in heat, cold, rain, snow, and changing conditions
  • Ability to climb railcars and ladders, walk on uneven surfaces, and assist with physical duties
  • Ability to wear required PPE, which may include chemical-resistant clothing and respiratory protection
  • Chemical worker, chemical operator, chemical manufacturing, bulk liquid transfer, hazardous-material handling, tanker loading, or chemical terminal experience is a plus.
  • Experience in transloading, railroad operations, terminal management, logistics, transportation, manufacturing, warehousing, petroleum, or industrial processing will also be considered.
