The Temporary Information Technology (IT) Buyer II is responsible for sourcing and procuring IT products and services, including software, hardware, and technical professional services. This role supports IT procurement throughout the project lifecycle and collaborates with IT, legal, finance, security, and other internal teams to ensure contracts and purchases meet ACS business requirements and policies. The individual ensures procurement aligns with budgetary and quality standards and is responsible for source-to-pay functions, including sourcing, bidding, supplier qualification, negotiation, contract execution, and compliant transactional activities. Additionally, the role supports strategic supplier relationship & performance management, executes purchasing activities using digital procurement systems, documents actions, and communicates policies/procedures to internal/external stakeholders.
Major Responsibilities:
- Facilitate the sourcing, contracting and qualification processes, ensuring compliance with established policies and procedures.
- Collaborate with various departments to ensure consistency and compliance with InfoSec requirements, integrations, enterprise architecture and software asset management.
- Evaluate competitive bid requirements and engage Strategic Sourcing as needed, serving as the facilitator for suppliers and business partners.
- Identify and evaluate potential suppliers, including diverse options, and secure internal support for the inclusion of recommendations.
- Prepare RFXs, based on business requirements, to solicit detailed bids from invited suppliers. Facilitate pre-bid meetings, respond to supplier inquiries, and update stakeholders on project plans and status.
- Conduct thorough analysis of bids and procurement data to ensure accuracy, uncover cost-saving opportunities and enhance service efficiency and delivery.
- Negotiate pricing, deliverables, and terms quickly while ensuring quotes are received from multiple qualified partners focusing on the best value and quality of service.
- Coordinate and facilitate contract negotiations with internal and external stakeholders. Enter contracts into the contract system and partner with the IT team, supplier and Legal team to usher the contract to signature.
- Prepare and process purchase order documents within the online purchasing system.
- Communicate and resolve procurement issues with relevant parties.
- Serve as a subject matter expert for assessing completed contracts and solving related issues or referring them to the appropriate department/individual for resolution.
- Foster a collaborative and positive work environment by actively engaging with team members and cross-functional teams, promoting open communication, and supporting collective problem-solving efforts to understand urgent service requirements and ensure alignment with business objectives.
- Interact with cross-functional team members to resolve supply-chain related matters.
- Provide product, spend, and supplier information to stakeholders as requested; assist with IT category management or strategy as assigned.
- Support ad hoc and special projects related to various purchases and other business procurement needs.
- Provide high quality service and communication to internal stakeholders.
FORMAL KNOWLEDGE:
- A college degree or professional certification in Supply Chain, Information Technology, Procurement, CPM, CPSM, CTPs, CTPE or related field preferred.
- A minimum of 3 years’ experience negotiating software license agreements, cloud computing agreements, or other technology-related contracts is essential.
- Technology purchasing experience required.
- Highly experienced in conducting competitive bidding, negotiations, and contract processes.
- Proficient with procurement/supply chain/IT technology specific terminology and practices.

The hourly rate is $33 - $36. The final candidate's relevant experience/skills will be considered before an offer is extended. Actual starting pay will vary based on non-discriminatory factors including, but not limited to, geographic location, experience, skills, specialty, and education.
