Naval District Washington (NDW) (NAF) seeks a Region Program Manager to lead Morale, Welfare, and Recreation (MWR) operations across seven installations within the NDW Area of Responsibility. You will provide executive direction on policy, budgeting, and governance matters and oversee Galley services, recreation programs, and customer engagement.

Qualifications

• Five years of progressively responsible, specialized experience managing the daily operations of a large‑scale Morale, Welfare, and Recreation (MWR) program or a similar multi‑faceted community support program (e.g., hospitality, large‑scale fitness/recreation, or industrial support services).
• Five years of experience managing facility maintenance, renovation, or construction projects, which include setting priorities and approving funding for MILCON (Military Construction) or O&M (Operations and Maintenance) projects.
• Three years of experience initiating acquisition requirements, managing contracts, or overseeing contract administration to procure goods or services for a program.

Responsibilities

• Executive Strategic Direction and Policy Governance (Program Management - 80%): principal advisor on operational, fiscal, and governance matters affecting MWR and Galley programs across seven installations.
• Broad-Spectrum Operations and Program Oversight: manages MWR categories A, B, C and Galley food services, ITT programs, and recreation facilities.
• Capital Infrastructure, Facilities Management, and Engineering Liaison: directs lifecycle facilities management and coordinates with NAVFAC and CNIC on priorities and funding.
• Dual-Fund Financial Stewardship and Resource Management: oversees APF and NAF budgets, audits, revenue, and cost containment; drives strategic recapitalization.
• Acquisition Management and Commercial Contracting: oversees procurement packages, contracts, and sponsorships with compliance.
• Customer Research, Marketing, and Quality Assurance: conducts market research, strategizes outreach, and ensures patron satisfaction.
• Installation Engagement, Cross-Functional Liaison, and Representation: conducts on-site reviews and represents NDW at higher‑level conferences.
• Safety, Environmental, and Regulatory Compliance: enforces safety, environmental, and food safety standards and reports.
• Supervisory Leadership and Human Capital Management (Supervisory - 20%): directly supervises staff and directs organizational design changes.
