Job summary

Naval District Washington (NDW) seeks a Region Program Manager to direct Morale, Welfare, and Recreation (MWR) and Galley programs across seven installations. You will ensure DoD and CNIC directives are executed uniformly while coordinating across N92 operations and related services.

The role requires strategic leadership, sound budget management for APF and NAF funds, and strong contract oversight. Telework is situational; a Secret clearance is expected for the position.

Qualifications

• Five years managing daily operations of a large MWR program or similar.
• Five years managing facility maintenance, renovations, or MILCON/O&M funding.
• Three years initiating acquisition requirements and contract administration.

Responsibilities

• Provide executive strategic direction and governance for MWR and Galley programs.
• Oversee regional MWR operations including fitness, aquatics, recreation and ITT programs.
• Direct lifecycle facilities management and coordinate with NAVFAC and CNIC.
• Exercise fiduciary control over APF and NAF budgets and ensure audit readiness.
• Lead regional procurement actions and contract administration for services.
• Conduct market analysis and develop regional outreach to maximize patron participation.
• Supervise regional staff and ensure compliance with safety and regulatory standards.
