Job summary

JSI invites you to join our team as an Environmental Specialist II in Lubbock, TX, supporting permitting and environmental review for telecom projects. You’ll assist with Section 106 analyses and prepare cultural resource reports for SHPOs and agencies across TX, NM, AZ, and CO.

The role emphasizes research, coordination with federal/state agencies, and ensuring compliance while enabling broadband expansion and digital inclusion. Strong writing and collaboration are essential.

Qualifications

• Bachelor’s degree in Anthropology or related field, or 30 archaeology credits with field experience.
• 5–10 years of environmental agency permitting experience.
• Knowledge of NHPA and Section 106 compliance.
• Experience with federal, state, or local agencies on environmental permitting or cultural resources.
• Strong written and verbal communication; ability to prepare reports and documentation.
• Proficiency with Google Earth, ArcGIS Pro, QGIS, Excel, and Word.

Responsibilities

• Research environmental concerns and determine required steps.
• Coordinate with federal/state agencies to obtain environmental permitting clearance.
• Support state/local land use and environmental permitting efforts.
• Provide fieldwork support, budgeting, milestones, and scope proposals.
• Coordinate surveys between third-party consultants and agencies.
